Vinjola Rota

The Director of the Regional Directorate of Pre-University Education in Korça, Vinjola Rota, has been caught abusing tenders. An internal investigation by the Public Procurement Agency has found violations in a procurement procedure, while subsequent investigations, whether criminal or administrative, will ascertain numerous abuses of office.

The editorial staff of Vox News warned a year ago about these abuses of office, which were done openly and in complete violation of procedures, by making useless and inflated tenders, always predetermined. There are strong suspicions that Rota, with strong family support in the Korça Police, or even with strong political connections, is acting openly, both in making tenders and in the appointments he makes.

Vox News has learned that Rota has several trusted people in key positions in DRAP, both in the legal sector, in procurement or in other sectors. A scheme only for extortion and not for increasing the quality of education in the 3 regions of Albania, Korça, Elbasan or Berat. The suspicions are that every action or appointment in DRAP is made only for the personal benefits of Rota or her collaborators, so much so that now with the shield she has created, they speak and act openly about how to extort!

Appointments of directors, deputy directors, teachers, school security officers, and even psychologists are all made in advance and without meritocracy, since the documents are checked precisely by the Rota group. To verify or substantiate these irregularities, it is enough for the Ministry of Education or even law enforcement or administrative institutions to check the latest decision-making and they will have a complete file on the manner of employment.

However, the "naked noodles" have begun to open and here comes the first arrest with serious abuse of office, as Vox News warned. Our editorial team has secured a document, published a few days ago, which proves that at least 3 subordinates of Rota, or even the Director herself, have violated the laws of the Albanian state. The managers and employees of DRAP Korça have violated the law in a tender with the object of "public supply contract".

The document states that Rota instructed several employees to make technical specifications that suit a company, i.e. a tender pre-determination. This is a genuine criminal offense that deserves a full investigation, as in addition to this tender, the prosecution or police will find serious abuses of office.

"The Contracting Authority has not acted in accordance with Article 92 of the Law 'on Public Procurement', as well as with the PPA's instructions regarding the process of evaluating participating economic operators ," the document states. It is further specified that the PPA has decided to propose to the head of the Contracting Authority to take disciplinary measures against three members of the procurement commission, according to the findings in the decision.

According to information from Vox News, the first person responsible for these abuses is the director Vinjola Rota herself, who is a staunch exponent and patron of the Socialist Party. It seems that using these connections, or even education in general, she ran in the last parliamentary elections, on the open lists in Korça. These connections are helping her to evade checks and investigations, but now that the APP found the violation, will they still protect her?!

Our editorial team has learned that, in addition to political connections, Rota also has strong family ties in the Korça Police, to the extent that her family members have in some cases become brokers for appointments or protect her from possible criminal investigations. A case warned by Vox News, which now deserves a full investigation. The time has come for, in addition to the high-ranking officials who are imprisoned, under security measures, to also investigate these officials, who continue to hold institutions hostage and seriously abuse their duties.

In February of last year, the editorial staff of VoxNews denounced the abuses of the Regional Directorate of Pre-University Education in Korça, regarding appointments or tenders. This is a directorate that begins in Korça, continues in Elbasan and ends in Berat, with hundreds of schools in 3 large regions under its jurisdiction.

"The principal has warm arms, with her family connections in the Korça Police or even in the law enforcement agencies in that region," our editorial team wrote, in relation to a tender worth 2.2 million euros for the transportation of teachers and students, or even with the appointments of teachers, where "candidates" must appear before several persons authorized by her to be appointed or transferred.

"In September and October, Rota deals with the appointments of psychologists, turning it into a genuine 'business', as she appoints most of them according to preferences, also conducting formal exams and with strong suspicions that they are predetermined," the investigation continued, while DRAP Korça also opened tenders for training for directors and teachers, worth around 100 thousand euros. Not only training, but director Rota has also spent 1 million lek to spray her office from mosquitoes and rodents. Is it that important?!
