Another paradox is marked by the fictitious park "Durana", established in the Xhafzotaj area in Shijak, near the Tirana - Durrës highway, where dozens of information technology companies have registered and benefit from fiscal incentives. The scheme is the same as offshore countries, where until yesterday Albanian companies were registered in the Pacific islands, while today they are fictitiously registered in that park, which does not have a single building built.

Everything works "online", although these companies have the address listed in the Central Bank as "Ahmet Zogu" street, Xhafzotaj Administrative Unit, Shijak Municipality, Durrës, Albania. Meanwhile, in exchange, these companies do not pay taxes, have employee tax benefits, are exempt from certain obligations, etc., etc.

But, what "work" do the officials of this park do and where do they operate, since they have not laid a single brick in Xhafzotaj? A very big paradox, since the state structure of this park is very large, with 2 administrators, directors, responsibilities and specialists. With cars, fuel, meals and everything else. Not only that, since DURANA officials also hold tenders, where this time they have requested laptops and IT equipment?

According to documents available to Vox News, DURANA's managers have recently opened a tender to purchase IT equipment. The value of the tender is around 10 thousand euros, while 2 laptops are required per employee. 1 laptop is also required for the administrator.

A very big paradox, since the entire area in Xhafzotaj is desert, with thorns and bushes, these administrators will take their laptops and work in the middle of the fields in Shijak, overlooking the crops of the residents of the area, where there are also sheep, goats and cows in that place. With these portable devices, these officials will make decisions worth millions of euros.

Meanwhile, Durana's document continues that they are also looking to buy 1 laptop design pro for marketing and IT. Normally, field work will require marketing and propaganda and this cannot be missing from this park, which is totally fictitious. Then, the same institution is looking for 2 PC computers, complete set, 4 pieces of 24 INCH screens or even 4 pieces of cameras, Webcam. The list continues with 10 pieces of headphones, 5 keyboards, 5 HDMI connectors for laptops with screens or even 5 mice. Also, 1 piece of notepad is required.

But where does this park that requires all this portable equipment operate?! Vox News has learned that, on June 26, 2025, the Albanian Investment Corporation, headed by Elira Kokona, signed the "approval of the change of the headquarters of the company 'Durana Park SHA' to Ahmet Zogu Street, property number 336, Xhafzotaj Administrative Unit, Shijak.

After this decision and the opening of the call for company registration, there was a boom in registrations at that address, as the owners were the same ones who extorted AKSHI for years and years, while some of the company's owners are arrested, investigated or even on trial by SPAK for abuses.

But is there a building in that area? Vox News traveled to Xhafzotaj, Shijak, conducting an observation in the area where the Albanian Investment Corporation has opened its company, JSC, which has dozens of companies in its "bosom". On paper, they all write the above-mentioned address, while on the ground it is completely different.

The entire area was once military and had radars and communication antennas. Currently, the entire area is abandoned and a few years ago, the area was transferred from the Ministry of Defense to the Albanian Investment Corporation. There are no people in the area, let alone offices, while the building is dilapidated and covered in mud when it rains and dust during sunny days, or in summer.

In the premises of the former department there are also several cattle sheds, while the KISH website provides information about luxurious constructions that have not been built to date, or worse yet, have not been tendered. There is talk of genuine information technology schools, laboratories, companies that produce equipment, but all of them are fictitious. There are only ruins and thorns in the area.
