Another scandal is coming to light with the tender for the construction of the new port of Durres, in the Porto Romano area, a few days after the "winning" Greek firm officially withdrew from the bid, at the moment when the Ministry of Infrastructure and Energy was about to sign the contract. There are suspicions that pressure from the international factor, more precisely the American one, has led to the cancellation of the procedure in the final phase.

Although the political line in the Ministry of Infrastructure and Energy did not change, despite the fact that Belinda Balluku's place was taken by Enea Karakaçi, other factors were still more convincing, after information that the money that would be invested in that national security project had dubious origins, possibly even Russian.

Vox News has learned from sources at the Durrës Port Authority, an institution directly involved in this affair, that the “winning” firm in the early stages, “Archirodon Construction”, has not paid the 8 million euro guarantee. The suspicions are that this money is not in any second-tier bank blocked. If these suspicions are proven, then official charges may be filed against ministry officials, these within the framework of the Special Prosecution’s investigations into this affair.

On March 9, the winner of the tender for the construction of the new port of Durres, in Porto Romano, was to be announced, but in a statement to the media, the new Minister of Infrastructure and Energy, Enea Karakaçi, stated that no bids had been received. The Greek company that had been declared the winner in the previous stages, withdrew from the competition, as the tender entered a new ordeal, although the procedure had been open for 2 years.

Karakaçi stated that the withdrawal of the sole bidder was due to the increase in construction costs, while the tender opened during Balluku's time, with the object of building the "New Integrated Commercial Port of Durrës in Porto Romano - Phase I" , had a value of 400 million euros. It is learned that several large international companies competed in the tender, while later the "scissors" operation began, after former Minister Balluku's subordinates or herself disqualified them, leaving the Greek company "Archirodon Construction" and its associates alone in this competition.

Vox News has reviewed the documents of this tender, which show that at many points, and immediately after the completion of the pre-qualification phase, the guarantee begins and must be paid. This is exactly the phase that the Greek firm was in. “In the case of sectoral contracts, the contracting entity, at its discretion, may request bid security even for procedures below the high monetary limit. The economic operator submits the bid security form, according to Appendix 5. The required amount of bid security is 786,400,000 or 7,993,494 euros ,” the documents state.

The standard tender documents (SDT) specify that the guarantee must be paid into 4 bank accounts of the Durrës Port Authority, where the details of these account numbers are also provided.

The documents are open and a verification by SPAK is enough to establish whether this guarantee has been paid or not. So far, officials of this ministry have not provided any information about this amount, while its non-payment burdens the officials of the ministry, as SPAK has already seized the tender file. In this file are all the information or their actions and inactions.

It seems that the Albanian state's bill is getting heavier day by day from this affair. Vox News has learned that several payments have been made, initially for the design, worth about 17 million euros. Then a tender was made for consultancy, worth about 12 million euros. An amount of 8 million was paid for expropriations. Salty bills for one of the poorest countries in Europe, but with great resources, which are being extorted by these officials.
