The General Directorate of Roads and Public Lighting , directly subordinate to the Municipality of Tirana, has opened the next tender for the maintenance of the main square of the capital, an artery that has a huge cost, which weighs heavily on the pockets of taxpayers.
So far, no estimate has been published for the income from this square, for activity rentals and everything else, while the maintenance procedure has always been questionable, given that the money goes to the same people.
Documents that the Vox News editorial team has researched, from 2026 or previous years, show that this money is always destined to go to the company "Fusha", a company that won all the construction tenders, the cost of which reached the figure of 17 million euros.
Meanwhile, after the construction, the Municipality of Tirana has opened several tenders related to this square, where, ironically, the procedures were won by the company "Fusha".
Meanwhile, the 2026 tender is open and the winning companies have a few weeks to complete the documents.
Given the previous winner, the one who built and maintains this square, is the tender not yet determined for the "Fusha" firm?!
It seems that the old and new heads of the directorates under the Municipality of Tirana have received directives to conduct the next tender, while the surprise effect of the winner is very small, not to say negligible.
According to documents available to Vox News, the Directorate of Roads and Public Lighting, headed by Piro Sinjari, has opened a tender with a deadline of 32 months for the "maintenance and management of 'Skënderbej' Square". The procedure's limit fund is 132 million lek, while the amount converted into euros is around 1.4 million euros.
The documents state that the bids for this tender will be opened on April 20, 2026, while information is also provided on what this directorate requires, or what work a private firm should perform to maintain it. In fact, the Municipality of Tirana or its subordinate institutions spend several times on cleaning the city, make cleaning tenders, have opened the company Eco Tirana and now also carry out procedures for certain places.
Vox News researched other documents accompanying the tender, which also define the areas to be cleaned and managed. Studies have been conducted, requiring the cleaning of surfaces with tiles, washed and sanded concrete, and the cleaning of surfaces with gravel or asphalt.
It also requires emptying trash cans, special maintenance or some repairs in cases of damage. The document continues that it requires the arrangement of sewers, the French drain or the cleaning of rain gutters. The Directorate also requires the maintenance of lighting or even green spaces, such as the case of cleaning weeds and filling with pine chips.
The documents stipulate that the company must also maintain the fountains, both pressure and flow. Public taps must also be taken care of. A maintenance item is also for concrete benches, bicycle racks, railings or even painting traffic jams. The Directorate also requires cleaning in cases of public or private events or to determine the vehicles and tools that are allowed in the square.
Vox News also researched documents from previous years, regarding the same procedure, which shows that the company that built it, "Fusha", also won the maintenance tender in 2023.
In June of that year, the Municipality of Tirana announced the winner, with the Fusha company offering 106 million lek, while at that time there were also offers with 200 thousand euros less, but they were disqualified.
It seems that the criteria for similar works have been set specifically for the " Fusha " company, which, given that it has won almost all the tenders for the maintenance of this work, since there is no square in Albania to maintain, makes this firm the winner of 2026 as well.
It is learned that the criterion that disqualifies other firms is that they must have 40% of the value of similar work.
