Concrete is not sparing any of the most beautiful areas in Albania, as in these lines we will stop at one of the most frequented beaches, Velipoja in Shkodra. For many years, the area has been concreted, first by the former municipality that gave permission haphazardly, then by the Municipality of Shkodra that filled it with mansions in the sandy area and now by the government, which gives permission for a building among the pine trees.

Photos and documents that Vox News has researched show a patchwork of sparse green vegetation on that beach, which is disappearing day by day, losing the originality of the entire area. But, in addition to the permit for a huge building, even more questionable remains the ownership of the building where it will be built.

If it is currently covered in pine trees and in a sandy area, how did it become an owner? How was the entire area certified, when in fact it was created by the Adriatic Sea? Was it even planted with trees during the dictatorship? In this country of ours, nothing surprises you, after we have seen how the owner of the stream, the river, the canyons, the sand or even the sea itself has become an owner, when in fact all of the above-mentioned are "inalienable state property".

According to documents available to Vox News, KKTU, upon the proposal of the developer, the company "New Era Construction", has decided to conditionally approve the construction permit for the facility "Treescape, 7-story residential and hotel building with 1 underground floor", located in Velipojë, Shkodër Municipality.

Our editorial team has learned that the permit was approved at the end of 2024, while it was only revealed in March 2025. It is learned that the winning firm completed several documents, such as the connection to the land or the reliability of the building, while the fact of ownership remains highly questionable.

The accompanying documents state that "the project area is located in a coastal area of ??Velipoja, about 130 km from the city center of Tirana." According to her, the project is an investment initiated by private investors, while the company "NewEra Construction" has long been collaborating in the field of construction of various multi-storey residential buildings.

"The facility is proposed on the coastline of the urban area of ??Velipoja, with a total land area of ??2934 m². In connection with the above, the developer intends to promote Velipoja as an attractive tourist destination for domestic and foreign visitors, supporting the development of sustainable tourism, in maximum efforts to meet their requirements through the provision of services, in a safe environment, also providing for continuity for future generations," the permit documents state.

Vox News has analyzed the permit document, which states that "the square is located in an area with a completely flat sandy relief, on the edge of the Adriatic coast". The firm itself admits that the construction will be in an area with pine trees and sandy beaches. But didn't the leaders of the KKTU see this detail? How can they take action to free the beaches from kiosks, sun loungers or wooden buildings and grant permission for a multi-storey building?

According to the document itself, the area in which the development is proposed has very fast access to the local and national road network. "The Velipoja coast has had a relatively rapid development over the last 20 years mainly in terms of residential facilities. The offer of hotel services in this area has increased over the last 10 years with low reception capacity," the letters state.

The document states that "located along the coast of Velipoja, Treesscape aims to build a coastal hotel with approximately 47 hotel rooms on the beach of Velipoja as well as 62 apartments". According to it, the new facility will be developed in the interior of the property among the pine trees and for this reason the new facility also has an architecture that aims to merge with nature.

"It will be a 7-story hotel, with hotel services such as the reception, restaurant, office, etc. organized on the ground floor. On the floors above are the hotel rooms, which in addition to electric lighting will also have natural lighting as they are surrounded by windows. The hotel and residence (Treesscape) that aims to be built in Velipojë, adjacent to the pedestrian area in the coastal area and very close to the center of Velipojë, has an impressive view," the document continues.
