For four years, poor Albanians have been paying twice to clean the oligarchs' resorts, or the villas where businessmen or politicians live, in coastal areas, starting from Velipoja to Ksamil. Every year, the Albanian state opens extra tenders for cleaning some areas that have influx during the summer, while in this case we have an overlap with the tenders that the municipalities themselves that administer the beaches or resorts have opened.
With the excuse that they are removing garbage from the beaches, or for a clean territory in the summer season, the government allocates millions of euros and has also determined the areas that will be cleaned. This time, the tender has a value of around 2.1 million euros, while in the past the procedure has been for less money, but the winner has always been the same, the company "Fusha". It seems that, "similar works" or other criteria that have been set, have made the company owned by Shkëlqim Fusha the winner.
Data researched by Vox News shows that, this year too, at least 1 out of 2 lots, and mainly the lot that foresees the cleaning of the southern area, is expected to be won by the same company, namely "Fusha". Being a closed market and with very large influences from those who have built the resorts, no surprises are expected this year either. But if the winner is known, why are tenders opened and endless letters are made, with criteria or even with other data?

According to documents researched by Vox News, this year the tender was opened by the Centralized Purchasing Operator, unlike other times when the procedure was carried out by the Coastal Agency or even the Ministry of Environment. The documents state that the object of the contract is “coastal area cleaning service for the municipalities of Shkodër, Lezhë, Durrës, Kavajë, Rrogozhinë, Divjakë, Fier, Vlorë, Himarë, Sarandë and Pogradec”.
It is learned that the tender has been divided into 2 lots, where the first lot is the cleaning of the coastal areas in Shkodër, Lezha, Durrës, Kavajë and the lake shore in Pogradec. The second lot, which is expected to be won by the company "Fusha" with long terms, provides for the cleaning of the coastal areas for the Municipalities of Rrogozhina, Divjaka, Fier, Vlora, Himara and Saranda. For both lots, the limit fund is 207 million lekë, or about 2.1 million euros. The duration of the contract is only 93 days.

The accompanying documents, researched by Vox News, detail the areas where the containers will be placed as well as the frequency of their removal (2 times a day, during the 18:00 to 06:00 time slot, during the 93 days of the tourist season, i.e. during the period June 15 - September 15, 2026.
The documents state what needs to be done, such as emptying the containers and loading the waste deposited in these containers, collecting and removing the discarded waste, finally disinfecting with lime powder, or transporting the waste to the location designated by the relevant municipality.
But, in reality, these specifications are unlikely to happen, as every time we have seen large piles of garbage in coastal areas, mainly in those areas where ordinary people relax. There was garbage in Velipojë, Shëngjin, Durrës or even Spille. Little garbage in Darëzezë and Vlora, while in the oligarchs' resorts in the South there has been more work!



Vox News also researched old documents, starting from 2022 when the coastal cleaning tenders were first opened. In that year, the National Coastal Agency opened the procedure with the object of "coastal area cleaning service, for the Municipalities of Durrës, Sarandë, Kavajë, Himarë". The winner was the company Fusha with a bid of 86 million lek.
A year later, the same company collaborated this time with the Alko firm and received a procedure worth 90 million lek. Years passed and again the same company won the procedures in a row, stopping last year, where it received about 1 million euros for lot 2, "coastal area cleaning service for the Municipalities of Durrës, Kavajë, Rrogozhinë, Divjakë, Fier". Will the same company continue to receive money from coastal cleaning tenders again?!
