The reconstruction of earthquake damage has become a real saga, not to mention a serious criminal affair, where some heads of institutions are acting openly, giving millions of euros to preferred firms, without batting an eyelid or fearing the Special Prosecution Office. The most flagrant case comes from Durrës, where the mayor of this municipality, Emiriana Sako, does not want to know about anyone, not even about the reports of the Albanian Supreme Audit Office, the reports to SPAK, or the local law enforcement institutions, as she continues to sign zero-sum contracts with the firm "Rajli".

In fact, this affair involves not 1 but 3 women, who have created a terrifying trinomial to extort public wealth, this with the justification of reconstruction after a very deadly disaster, but which has so far proven profitable for all the actors involved. Vox News has continuously reported on a "love affair" between Sako and the firm "Rajli", a company owned by two other women, Enkeleda Gojashi and Lediana Mata.

And it could not have happened otherwise in the next tender or procedure, which was finalized at the end of March 2026, as there are doubts that the criteria set by Sako fully suit Enkeleda and Lediana. The mayor herself signed the document, concluding the contract, despite the fact that the offer of the "Rajli" firm was not the lowest in this procedure. Another file worthy of the Special Prosecutor's Office or the National Bureau of Investigation, as they only need to track the millions to find out who benefits from them.

Vox News has researched new documents issued by the Municipality of Durrës, which have as their object "reconstruction of the buildings of administrative units number 1 and number 4, in Sukth and Rrashbull". The limit fund of this procedure was 37,681,160 lekë excluding VAT, while the deadline for the execution of the contract is 140 days.

The contract was signed on March 2, 2026, while the publication was made at the end of last month. The name, as described above, is very well known to Sako or its subordinates, "Rajli", a company that simply has its name on the documents and everyone is "queued" to give it the agreed values.

The doubts of the controlling institutions or even the law enforcement ones are great, since it is enough to look at the "party" line between this trinity to understand that the tenders that this company wins are predetermined. Then, one must look at the criteria set by the Municipality of Durrës, which are "sewn" to the order of Enkeleda and Lediana.

Vox News has previously denounced Sako's "love affair" with the "Rajli" firm, to which he gave millions of euros for the reconstruction. Sako's favoritism towards this firm has also been publicly denounced by the Supreme State Audit Office.

"The Municipality of Durrës has awarded another tender to this firm, even worth 99% of the limit fund. This firm was the only one in the competition, leaving only a few cents from the entire fund. There are suspicions that this company is 'owned' by Sako himself, starting from the ease with which he invites procedures in this municipality and how the mayor signs millions of euros," our editorial team would denounce at the end of 2024.

At that time, this company was declared the winner by the Municipality of Durrës for the tender with the object of "structural rehabilitation of building no. 1047 (ARVI), Rruga Taulantia" with a limited fund of 74 million lek. "Only the joint venture of economic operators 'Rajli Ndërtim' and 'Sireta 2F' participated in the tender with a value of 73,984,248 lek" it is stated in these documents, while it left "on the way" only 95,519 lek, not even 1 thousand euros!

Vox News has learned that the reconstruction tender procedures by the Municipality of Durrës have also passed through the "sieve" of the Supreme State Audit, which has come up with a conclusion that Mayor Emirajana Sako "procured tens of millions of euros in violation of the law from a handful of semi-fictitious companies."

On February 3, 2022, the Municipality of Durrës held a tender worth 2.1 million euros for the gardens of several buildings in Rrashbull. “Rajli Ndërtim” and “GPG Company” were declared the winners, while the Supreme Audit Office wrote that the award of the contract was in violation of the law, because “Rajli Ndërtim” did not meet the criteria and the companies had not determined the percentages in the cooperation agreement.

It is learned that "Rajli Ndërtim" has received tens of millions from the Municipality of Durrës from 2019 to the present day, while all procedures have been "closed". The Municipality justified itself with the earthquake situation, but these companies continued to receive money, while in total they received over 25 million euros.

Vox News has reviewed other documents, announced tenders or even balance sheets at the Central Bank, which shows that although the company won the "lion's" share in the tenders of the Municipality of Durrës, the balance sheets are still small. In June 2025, the two shareholders of the company, Gojashi and Mata, submitted the balance sheet for 2024, where in that year they declared a profit of 32,921,323 lekë, a profit that was passed on as a dividend, i.e. it was divided.

Other suspicions are that the reconstruction money is being distributed to several other companies, satellites, with close ties to some exponents of the majority or even the mayor of Durrës herself. The costs of the works, or materials, have been inflated, just to "please" everyone.

Meanwhile, in 2024 the same company published the balance sheet for '23, which shows that in that year it declared a profit of 30 million lek, which was spent on investments. So, in the span of 24 months, this company that has made tens of millions of euros in those years, declared minimal profits. The above-mentioned suspicions are in fact a dossier for SPAK, for inequality in tenders, money laundering or even a criminal organization.
