The paradoxes in this small country of ours are endless, although state propaganda does the opposite, attempting to deceive Albanians into believing that there is no corruption and that the majority is doing its utmost to fight it.
The latest case comes from another new state-owned company, which a few months ago took over the sterilization of medical equipment, granted under concession 10 years ago by the current government, a concession which was investigated and is currently being tried in the Special Court, where former ministers, officials and representatives of the company have been charged.
After the concession period ended, sterilization was nationalized and a state-owned company was created, which took over the entire process. In the first months of operation, this company opened dozens of tenders, as the situation in that service had been left "a mess" by the concession company Sani Service.
Ironically, one of the tenders analyzed and researched by Vox News was won by a former director of the sterilization concession firm, casting great doubt that, despite nationalization, the money is going to the same hands.



The scandal deepens further because the Integrated Sterilization Service Operator did not follow the normal procedure, where firms would participate and make bids, but negotiated with the firm of the former director of the concession company.
Vox News has exclusively obtained documents from this procedure, which show that the company “GAMASERVICE” has received hundreds of thousands of euros from the state itself. The owner of this company is Mr. Artan Lleshi, who was previously one of the top directors of the company “Sani Service”, which for 10 years in a row collected millions of euros from the state budget and produced negative balances.
This firm, namely Mr. Lleshi, negotiated with OSHIS, for the procedure with the object of "transport of sterile sets, non-sterile sets, sterile soft materials, non-sterile soft materials, transport of hazardous hospital waste generated from the personalized set". The contract limit fund was 24,000,000 lek excluding VAT, while the duration is only 3 months from the date of signing the contract.

The Gameservice company, according to documents available to Vox News, offered the amount of 23,700,000 lek in this tender, while the signature was placed by OSHIS director Arisa Cane.
Vox News has learned that the name of the owner of the company that won this tender, Artan Lleshi, also appears in the file of the Special Prosecution Office, which has sent to the court, where former minister Ilir Beqaj and Klodjan and Ilir Rrapaj are under indictment.
It is learned that Lleshi was one of the friends of the state officials who are under indictment, and even a friend of Ilir Rrapaj, in 1994. Lleshi, according to SPAK, has been a director at the concession company "Sani Service" since its creation.
The prosecution has established that transactions were made between the concessionaire and "Gameservice" between April 2020 and December 2021. The irony is that Lleshi has earned money from both the concessionaire and the state-owned sterilization company, establishing that the money continues to go to the same hands.



A few days ago, Vox News reported that the state-owned company that took over the sterilization has made dozens of tenders, most of which were done through negotiation. In total, according to our editorial team's calculations, the Ministry of Health will spend 481,378,506 lek, or about 5 million euros.
96 million lek, or about 1 million euros, will go to the transport of sterile sets, non-sterile sets, soft materials. Transport of hazardous hospital waste is also required. An amount of 216 million lek, or 2.2 million euros, will go to the purchase of sterile medical materials, sterile dressings and similar disposable materials in surgical rooms. An amount of 6 million lek will go to cleaning the power plants. Meanwhile, 82 million lek will again go to the purchase of sterile medical materials, sterile dressings.
A few months ago, Vox News published documents that the sterilization concessionaire firm in the last years of its operation would declare an annual turnover of 18 million euros from the state. The concession was finalized in December 2015, when the Ministry of Health signed a 10-year contract with the company "Sani Service".
Meanwhile, in August 2023, SPAK issued 8 arrest warrants for senior officials and concession owners, who were accused of abuse of office, forgery of documents, passive corruption and violation of equality of participants in the competition. The investigation even revealed that the original concession contract was missing from the archive. The investigation revealed that the feasibility study had been conducted with false data.
