State institutions have received an "order" to help in every way with the construction of the Durrës Marina, a government initiative to donate the land of the Port of Durrës to an investor from the United Arab Emirates, to transform the entire area into palaces, hotels, bars and restaurants. After several tenders by the Albanian Development Fund to fill the coast with sand, or the idea of ??the ADF to create an artificial island, here comes the next project that "helps" Alabbar again.
This time, the Durrës Water and Sewerage Company has entered the "game", having quickly opened a tender to provide drinking water to the Navy. So far, there is nothing wrong with this, but building the network for the entire Navy, or even everything else, seems excessive. In the tender documents, analyzed by Vox News, UKD will build the entire network for the Navy, will open channels, will install pipes and other materials, all of this with money from the state budget.
Normally, in a city like Durrës, more urgent investments are required in several neighborhoods that were flooded months ago. They have no drinking water and are even completely swimming in sewage. Almost 1\3 of Durrës needs many investments, all of which are listed above, while the priority of the city's water supply is for a handful of people.

According to documents researched by Vox News, a few days ago, UKD opened the tender with the object of "construction of the FU and KUN system from the property boundary to the connection point, Marina investment". The limit fund is 28,888,000 lek excluding VAT, while the duration of the contract is 3 months according to the works schedule.
The tender was signed by Olsen Kavalli, while the accompanying documents state that “the Durrës Yachts & Marina project is located in the coastal area, south of the city of Durrës.” According to her, the project includes the design of residential buildings, landscaping and infrastructure.
"It is expected to have around 20,000 residents in phase 1 and 66,000 residents in phase 2. It also requires the construction of new engineering networks such as the water supply system, the sewage system and the rainwater system," the document continues.

The water utility writes that the construction project for the first phase of the facilities is divided into several sub-phases, which foresee their gradual population. "Therefore, there is a need for water supply and wastewater discharge already at this stage. Several meetings have been held between the parties, where SHRUKD has been more widely acquainted with the project and with the full capacity required by the first phase (and other sub-phases) for drinking water supply and wastewater discharge," the document continues.
It further follows that several field visits have been carried out to assess the possibilities of connection to the city network at the supply and discharge points proposed by SHRUKD. “Based on the above, there is a need for a project that includes: the water supply project from the DYM property boundary to the designated connection point, as well as the wastewater discharge system,” the document states.


Based on the documents, it seems that the Water Company is fully committed to building all the networks and canals of the private project. But, if it had this commitment, then Durrës would not have flooded. The sewage canals would have been built, because drinking water is not even a question.
"Based on the daily water demand of consumers and the pressure guaranteed at the connection point by the SHRUKD, this report presents the technical solution and calculations necessary for the dimensioning of the water supply line, from the property boundary to the point of connection to the water supply network," the document continues.
It is further added that the wastewater that will be generated by the buildings in the temporary phase will be collected and discharged, according to the recommendation of SHRUKD, into an existing concrete well.
