The dirty business of hospital waste disposal has been one of the most profitable for several companies, which until recently were squabbling and accusing each other, or their owners, of major abuses in the preparation of documents. Currently, after entering the "card game" of the oligarch Klodjan Allajbeu, owner of the American Hospital, the companies have begun to cooperate, and in some cases even open the "way" to receive tenders in university, regional or even local hospitals.

Vox News has continuously reported on the dubious tenders for the disposal of this waste, the actors involved, the arrests, the investigations or even the highly questionable decisions of state institutions to favor certain individuals. In this series we will return to the company VALE RECYCLING, owned by Elvis Miri, which has "erased" any exemption or investigation and continues to receive public money.

Our editorial team has analyzed new documents, namely a decision of the Centralized Purchasing Operator, dated April 16, 2026, which has declared Miri the winner of a tender worth 365 thousand euros for the disposal of hospital waste. The documents compiled by state institutions seem to best suit this company, since although it offered more than its competitor, it was still declared the winner.

According to documents researched by Vox News, on April 16, 2026, OBP announced the winner of the tender opened a few weeks earlier. The object of the tender is “treatment and disposal of hazardous hospital waste”, with a limit fund of 35,204,880 lek or 364,628 euros excluding VAT. The duration of the tender is 24 months.

The documents state that the criteria for selecting the winner is the economically advantageous offer based on cost and not price. This criterion leaves a lot of room for discussion, as it is not always the company that offers the least that wins, but the one that meets the requirements of state institutions.

A scheme that continues to be used massively, where participating firms are evaluated with points, regardless of the price they have given. Such was the current procedure, where the bid was submitted by the company MEDI - TEL, which offered 29,961,600 lek excluding VAT. The total points received were 233.85 points.

Meanwhile, the economic operator VALE RECYCLING offered 34,830,360 lek excluding VAT. Although it offered significantly more, around 50 thousand euros, Elvis Mir's company received 249.9 points. It was later declared the winner.

Elvis Mir's metamorphosis in a short period is impressive, after a series of ups and downs. The Tirana prosecution accuses him of a previous tender for the Shefqet Ndroqi Hospital, which he won with forged documents. Meanwhile, this hospital itself announced Mir and Allajbeu as the winners of the tender in 2025.

Metamorphosis is a major and visible change that someone or something undergoes. This is what happened to Elvis Miri, who in 2025 won the huge tender of 1.2 million euros from the Senatorium. On May 2, 2025, he was declared the winner, while at the end of May 2025, the Tirana Prosecutor's Office issued a notice announcing that it had concluded the investigations into Miri and several other officials for major abuses in obtaining tenders.

Vox News has reported on this suspected criminal scheme of hospital waste disposal in several investigations. Our editorial team has also analyzed previous procedures, where the two firms have clashed "horns", while in letters they write about favoritism for one or the other. Elvis Miri was even arrested in 2024, where the "surprise" lasted only a few weeks, after he was released and by court decision the suspension to participate in tenders was lifted.

Elvis Miri was arrested in June 2024 for abuse of documents while participating in hospital waste tenders. He was accused of participating in over 200 tenders for hospital waste disposal since 2016, while he was accused of deceiving the company regarding its equipment.

“He is charged with the criminal offenses of 'forgery of documents', 'waste management' and 'dangerous activities',” the police said in 2024. Several inspectors from the National Environmental Agency were also charged. “The investigation showed that he lacked the equipment to carry out such a thing,” the police would declare.

Following the investigation and arrest, the Ministry of Environment and Tourism suspended the environmental permit of this entity. The firm has addressed the Administrative Court of First Instance, Tirana, where, among other things, it has requested the securing of the lawsuit for the suspension of the implementation of this act. This court has accepted the request “suspending the implementation of the administrative act until the final resolution of the administrative case”.

Several months after the investigations and arrests, Elvis Miri was initially released by the court and then, in January 2025, returned as administrator of the company "VALE RECYCLING". The operation, according to these documents and actions, resulted in only a "bubble", as he managed to return to public tenders within a few months.
