Albania is a small country, where everyone knows each other, has family, friendship, party, or even business ties. But, these same individuals make different decisions, sometimes favoring and sometimes hurting, even causing great damage. Such is the relationship between Prime Minister Edi Rama and former MP Vladimir Kosta, who is known as the owner of Sky Tower in Tirana.
If previously both were part of the same political force, now their relationship is politics - business, as Kosta also has a construction company, called "Lani". A few months ago, their fates intersected in an action undertaken by the IKMT in Sauk, as the Russians of that Inspectorate demolished several villas belonging to Lad Kosta, considered without a permit. Later, the former MP said that he had a permit and that the overall volume corresponded to the documents, but it was already too late, as the only solution remains the court.

Meanwhile, in the last year, Prime Minister Edi Rama has put his name and signature, as the chairman of the National Territorial Council, on another construction permit, which also includes Lad Kosta's "Lani" company. It is a 19-story tower at the entrance to the "Ali Demi" neighborhood, next to the 9-year "1 Maji" school.
The names of both are again in the same document, where the prime minister seems to have amnestied the former MP. This permit states that a construction permit is being granted for the building "19-storey administrative structure 'Union Bank - Hq Albania', located on 'Bajram Curri' Boulevard with the development companies 'Union Bank', 'Auto City', 'Arch Investor' and the development company 'Lani' shpk" this document states.
Vox News has learned that the company "Lani" is owned by Lad Kosta with 70% of the shares and his brother-in-law Mirton Lika with 30% of the shares, while the company was founded 31 years ago. In this project, the company is the builder, while it is learned that part of the land was owned by the former MP, who entered into an agreement with Edmond Leka.

A few months ago, Vox News published the documents of this project, which show that the tower will take over part of the road and the "1 Maji" school, to be used as premises for the multi-storey building. In the accompanying documents, it is written that the gross area of the project is 3.26 hectares.
It is further stated that the anticipated functions are the headquarters of one of the most important Albanian banks. The first 10 floors are for exclusive office use, while the top floors are designed to host functions of a more informal nature, a sky bar/terrace usable for events of all kinds.
From the photos of the later projects it turns out that the tower project affects the entrance to the “Ali Demi” neighborhood. It even affects a territory of the “1 Maji” school, as well as the statue of the People's Hero Ali Demi. It even affects the words “Ali Demi” which are in fact the entrance to the neighborhood. So, the street, the school, the square and the statue will change just to be given permission for another tower.
