One of the most elite properties before the 1990s in Albania and in Tirana was undoubtedly the Pioneers' Camp in Dajt, a huge building that served as a hotel, with service facilities and a huge square in front of it. However, the change of regime brought about the alienation of this entirely state-owned property, which was surprisingly given to be administered by the Union of Independent Trade Unions of Albania, which also acquired hundreds of properties throughout Albania, most of which were sold and alienated by the trade union leader Gëzim Kalaja.

The Pioneer Camp in Dajt suffered the same fate, where the property was initially rented to a foreign citizen, then this person sold it to another Albanian family, where the Trade Unions had a percentage of shares. Time passed and other ridiculous transactions were made from 10 to 40 thousand USD, while currently the owner of the entire building and the land of several hectares is the Malo family, who has managed to convince the government to obtain a building permit, where in addition to the reconstruction of the former Camp, several villas will be built on that site.

Meanwhile, time passed and the Malo family, which now owns 100% of the Dajtel company, formerly a joint-stock company, has requested from the National Council of Territory and Water a review of the construction permit, granted in 2022. Currently, the same family owns the "Dajti Ekspres" company.

This permit was also discussed at the KKTU meetings in April 2026. "Permit for the review of the conditions during construction for the 'Hotel, residence and
service facilities, former Dajt pioneer camp' facility, located in the Municipality
of Tirana, with the developer being the company 'Dajti Ekspres' sh.a," the document states.

But what will happen to that property, once entirely state-owned, previously administered by the Trade Unions and now in private hands? Vox News has reviewed the 2022 construction permit documents, which show that the area under consideration is precisely the arrival area of ??the 'Dajti Express' Cable Car, as well as the Former Pioneer Camp located in the northeastern part of this square, seen as a master plan with a series of functions integrated into it.

In 2022, according to the above permit, also initialed by former Minister of Environment Mirela Kumbaro, who is known to have not only "eaten" but also "bitten" protected areas many times and strongly, KKTU approved the construction permit for the former Pioneer Camp. Kumbaro has also made a master plan for the entire area, which includes not only the reconstruction of the historical building, but also the construction of several villas around it.

"The Masterplan proposal for Hotel & Villas, former Dajt Pioneer Camp, aims to improve the current degraded condition of the buildings and the square in front of the facility, to have minimal impact on the existing natural system and to increase the area planted with trees and medium greenery within the owned area. The entire proposed activity is based on nature and outdoor activities, under these conditions the main interest of the developer is the improvement of the area, nature and its use for the benefit of citizens," the document states.

The documents state that the Pioneer Camp in Dajt is a structure built before the 1990s with a main function as a hotel and recreation center. "After several years of non-operation, as well as two half-baked adaptation attempts and its continued depreciation, the building has currently been transformed into a degraded and non-functional state. After the 2000s, in order to increase accessibility and recreation in the area, the owners of the land invested in the development of the field in front of the Pioneer Camp, starting with the construction of the Dajti Tower Belvedere Hotel, the Dajti Express Cable Car and the Dajti Balcony Restaurant," the document states.

The accompanying documents state that the development area is 80 thousand square meters (8 hectares), while all plots are owned by the company Dajtel sh.pk. There are also buildings on these 3 properties, including the former Pioneer Camp.

"There are several existing buildings on the construction site, the most important of which is the 'Former Pioneers' Camp' and several other buildings with a restaurant function. The Former Pioneers' Camp has a height of 4 floors and a flat terrace cover. The other buildings are 2-3 floors high and have served in different periods over the years. All buildings are degraded and currently unusable, except for the 'Dajti Tower' which is a new building and is the destination of the 'Dajti Express' cable car," the documents state.

According to documents researched by Vox News, the area under study is intended to be organized into two main parts, the northeastern part, with a hotel and services function, and the southwestern part, with a sports, park and recreation function.

"These two areas have a clear separation between them through a crossroad that runs through the entire area. In the center of the entire area, it is intended to create a
central square that will serve as a reference point for all visitors, and will also serve as a transition node from one area to the other," the document continues.

It is then stated that the 4-bedroom building will also be reconstructed. “The investor comes with a Master Plan proposal that foresees the development of the green area with recreational functions, the revitalization of the former Camp into a 4 to 5 star mountain hotel, the placement of 12 villas with minimalist wooden structures in Scandinavian style, as well as an elegant proposal for the restoration of a children's camp, near the proposed hotel on an existing building,” the document continues.

So, the government is aiming to transform a huge 8-hectare property into a large resort, where in addition to the reconstruction of existing buildings, villas will also be built throughout the space. At the center is once again former Minister Kumbaro, who is known for her "small points" in protected areas, as this time she has brought the point closer to Dajti Mountain.

The document states that a group of 12 holiday villas are spread across both sides of the hotel. "They are located in two groups, respectively with 4 and 8 villas in each group. The villas are grouped in this way to facilitate the services that will be offered to visitors. Their placement on high points of the terrain and the unique orientation of each villa is done to offer both panoramic views and maximum natural lighting," the government continues.

The property in question has a turbulent history that has passed through several hands, and is currently 100% owned by the Malo family, who also bought the shares held by Gëzim Kalaja of BSPSH. One of the many transactions between Kalaja and Enklajd Malo was made in 2019, where the Syndicate sold 2% of the shares of the entire 8-hectare property for just 10 thousand euros.

Then, in 2025, another transaction was made between BSPSH and the Malo family, where this time the famous Gëzim of the Syndicates, who is not only a unionist, sold 8% of the shares. This time, the sale amount was around 42 thousand euros. A ridiculous value for a property worth millions of euros, located in one of the most beautiful places in Tirana.

The last transaction of 2025, which finally sealed the sale of all property, was of ridiculous value, as Gëzim Kalaja, in order to protect himself, passed this decision to the National Council of the BSPSH. However, these actions do not spare the law enforcement institutions from entering into the foundation of all the properties of the Unions, which have been alienated, as is the case in this flagrant case. Instead of the property being held by the state itself, it is given to a Union that not only has not protected the workers, but is better known for the mismanagement of state properties, or more precisely their sale, while their leaders continue to be in those positions again, uninvestigated and unpunished for all these crimes.

The BSPSH decision states that the depreciated state of the Pioneer Camp in Dajt was also discussed, and due to this issue, it was decided to sell the shares to Mrs. Mirana Malo. Previously, this family bought the shares from the former shareholder Agim Selimi, while little by little, they also bought a full 45% of the shares from the Syndicates, under the signature of Gëzim Kala.
