A huge property in the area of ??the former Aviation Field in Tirana will be given to a private person to turn it into a tower, while the state will receive a percentage, which so far has been the lowest among the open and closed projects of the Albanian Investment Corporation.
Documents researched by Vox News show that this corporation has taken over the land where the Helicopter Shed was once located, a completely state-owned property, used for years for civil and military services, while what was once the pride of the air force, today we will "boast" of another tower.
It seems that even the few state properties in elite areas are being plundered day by day, with highly dubious projects and entirely in favor of private investors, who, with connections all the way to the top of the government, have managed to emerge as winners, while there is no further information on how the pie of state facilities will be divided.


Once, the property in question was a huge building from which civil and military helicopters took off, which were recently transferred to the Farka area, while powerful businessmen had their eyes on that barn. Vox News has researched the documents of this call, which shows that the name of the project is the “Corpus of Independent Institutions” and “Center for Multifunctional Development”.
"The investment project is implemented through a partnership model, where the Corporation has the role of developer of state-owned properties and public partners, beneficiaries of this project, and the private partner, who possesses the financial, human and executive resources, and has an interest in the implementation of the investment project", i.e. a forgiveness of public property.
It is further written that the project will be implemented through the entrepreneurship instrument, where the private partner will design and develop two public facilities in Tirana, specifically the public facility 'Independent Institutions Building' in the urban area in Administrative Unit no. 2, Tirana and the 'Multifunctional Development Center, Tirana', which includes a new medical clinic and public community sports gym in Administrative Unit no. 7, Tirana.
"Public facilities are financed by the Corporation's share in the multifunctional facility for entrepreneurship, which is also designed and developed by the private partner on the Corporation's property in the area of ??the former Aviation Field, Administrative Unit No. 7, Tirana," the document continues.

Vox News reviewed other documents where it appears that the qualification phase consists of submitting an application by interested entities, an application which contains 2 preliminary architectural project ideas and documentation that proves the fulfillment of the applicants' qualification conditions and criteria.
"This phase aims to select architectural project ideas through an open public competition in the presence of an international jury and the most favorable financial proposal for the Corporation presented by a qualified partner," the document continues, while also including a map of where this project will be implemented, in the area of ??the former Aviation Field.
"The financial offers submitted by the candidates in the Second Phase must meet the basic criterion, which is 35% of the total development area of ??the multifunctional facility for entrepreneurship on the Corporation's property in the area of ??the former Aviation Field, Administrative Unit no. 7, Tirana, with a maximum area to be designed and developed of approximately 50,000 square meters ," the document continues.
So, in this case, unlike other projects, the Corporation has requested a lower percentage in construction, as such a request leaves room for abuses or even for pre-determination of the winner, who in most cases when they have been declared the winner, have been highly controversial.
