The tenders of the National Agency for the Information Society have long been predetermined and with powerful clans, so much so that many directors, former directors, employees or powerful businessmen, have security measures and are being investigated by the Special Prosecutor's Office. In fact, these individuals have acted as a criminal organization, a criminal group, while it seems that, even after the departure of some former directors, the new directors are acting in the same way.

Mirlinda Karçanaj's place was taken by another patronage figure, Igli Tafa, who until yesterday was also the general director of the National Cyber ??Security Authority (AKSK), an institution that also appears in the SPAK file, having made tenders with very large values, but which have so far remained on paper and have not been investigated to produce security measures. Time has passed and now, Tafa is making the decisions again, which in the case analyzed by Vox News, were totally predetermined.

These are some of the tenders that have remained with the AKSHI, as most of them have passed into the hands of the Centralized Purchasing Operator, with a government decision, as in the past this body that was supposed to digitalize Albania has only acted for a few clans.

In recent days, AKSHI has announced the winner of a tender that had remained with this institution, where the winner was the company ATOM, with owners Luan Basha and Armand Agolli. Under the hood, all AKSHI employees knew that this particular firm would win the tender, due to the past or the connection that these owners have with some internal employees, in fact bringing a close connection, connections that in the past have even produced genuine files.

The tender has as its object "maintenance of professional medical records (nurse, doctor, dentist, pharmacist)", with funds from the state budget. The duration of the contract for execution is 24 months of maintenance service from the signing of the contract, while the fund limit was 50,270,220 lek, or about 520 thousand euros.

From the moment of announcement, the tender was predetermined, even denounced by the media for the connection of the owners with some members of the bid evaluation committee. And, if law enforcement agencies prove these connections, then we will have another file worthy of SPAK. ATOM, in this tender, offered 44 million lek, while two companies did not even give an economic offer. Another, Ovla and Kreatx offered 56 million lek.

Vox News has also reviewed other documents of the ATOM company, where its two owners, Luan Basha and Armand Agolli, have turned the firm into a gold "mine", with the same profits and turnover as the firms in the SPAK file, which moved millions of euros in dividends and profits.

This firm, in 2025, published the company's balance sheets, which show that they made a profit of 72 million lek, profits that they distributed as dividends. Money that was taken and transferred to the accounts of the two owners, while any possible investigation by law enforcement agencies could find out where it ended up.
