On April 27, 2026, the Regional Council of Territory and Water, an institution directly subordinate to Prime Minister Edi Rama, revealed another highly suspicious permit, where the beneficiaries are once again exponents within the Socialist Party.
The current majority is using a genuine benefit scheme, where their brothers or close people, through owned firms or associates, are managing to obtain permits, tenders or even public property, while so far, apart from a few tweaks from SPAK, the scheme is becoming increasingly sophisticated.
Even before the "ink" of the heads of state's signature on a 16-story building permit for the son and son-in-law of Ilir Xhakolli, the mayor of Pogradec, has dried, here comes another permit within the majority, where this time the beneficiary is the brother of the mayor of Tepelena and the partner of the brother of the Minister of Defense. Once again, two SP exponents, Gramos Sako and Ermal Nufi, with great influence in the party, have benefited, while again the lack of reaction of the Democratic Party to all these decisions remains highly suspicious.
What more should the current majority, its people, mayors, ministers, directors and others do, so that the largest opposition force reacts? Are intra-party disputes more important, or the extortion of public money, land or the conflict of interest of ministers? It seems that, in this small country of ours, the most important thing is holding office, whether in government or in opposition, than representing or making laws and works in favor of ordinary people.


A few days ago, Prime Minister Edi Rama and the new Minister of Infrastructure and Energy, Enea Karakaçi, signed and sealed another project, which was approved in January 2025, but was kept on hold for months, to see how the majority people would behave after the demands from stakeholders. The suspicions are that this permission was kept "pending" on purpose, to see if the Minister of Defense, Ermal Nufi, would sign everything that Prime Minister Edi Rama asked for, especially the arms contracts that he intends to give to Israeli firms and individuals, sanctioned by the EU.
But what was signed?! Vox News has learned that Rama and Karakaçi granted permission on April 27, 2026 to the firm 2T and Be – Is, for the construction of a huge 27-story high-rise building.

According to the documents, the building is located on the New Boulevard in Tirana, while to the south it is bordered by “Siri Kodra” street. A voluminous construction, both in width and height, with two high points, while what stands out is the maximum use of the land, turning the area into a large concrete massif.
But who will build it?! Vox News has reviewed documents from the National Business Center, which show that the 2T firm is owned by Artan Sako, brother of Gramos Sako, former commander of the Republic Guard, and currently mayor of Tepelena. The other partner of 2T is Dritan Troksi, a childhood friend of Artan.

Meanwhile, the owner of the Be – Is company is Hamz Islamajn, who before entering the towers, has received tens of millions of euros in tenders from several institutions, mainly from the Albanian Development Fund, or even from the General Directorate of Roads. Both companies, both 2T and Be – Is, are known for winning procurement procedures in a very dubious manner, where they have clearly been favored by institutions subordinate to the Ministry of Infrastructure and Energy.


It is learned that both Sako and Islamaj are the "favorite" people of the Balluku clan in the government, as they have managed to build and maintain several roads, while also working to cover up abuses in their construction, perhaps to hide corruption in these tenders. Meanwhile, now, again with the signature of a former subordinate of Belinda Balluku, such as the new Minister of Infrastructure, they are getting the permit for the tower.
Vox News has learned that Ermal Nufi, Minister of Defense, who was previously a very loyal subordinate of Belinda Balluku, also played a very active role in this permission, while there are suspicions that his appointment to that position was made with strong lobbying by the former deputy prime minister.
Both Gramos Sako and Ermal Nufi are involved in this permit through their brothers. Edmir Nufi, Ermal's brother, is a partner with Hamz Islamaj in the firm "Maritime Logistics". This partnership has been very profitable for the Be - Is firm or even for its owner, who has managed to obtain permits for the construction of hydroelectric power plants, road tenders and now building permits for towers from institutions subordinate to the Ministry of Infrastructure and Energy.
