The Mayor of Pogradec, Ilir Xhakoli, and his son, Rei Xhakoli

Prime Minister Edi Rama, who is also the chairman of the National Council of Territorial Affairs, has signed another highly dubious permit for the construction of towers, especially in Tirana, in one of the most historic areas, where the beneficiaries are people close to the majority. This time, "luck" fell to Rei Xhakolli, the son of the mayor of Pogradec, Ilir Xhakolli, who will build a 16-story tower in Administrative Unit No. 8, while the doubt remains as to how these people, with these connections, manage to obtain these permits with the greatest ease.

It seems that, with these decisions, Rei's father will have an even easier time running for re-election in the Municipality of Pogradec, where it seems that none of these statesmen have the mind to fix things, but to fix the family's affairs, with the connections and everything that the position offers. Normally, the Xhakolli family comes from business, but the fact that business has connections with politics, especially since the son of the family gets a permit in Tirana, means that the position and politics have been worth it to multiply his wealth, by building a tower in one of the most historic neighborhoods, where the towers do not stop.

Vox News has researched the accompanying documents of this permit, which results in that in recent days, in May 2026, the KKTU has disclosed the construction permit, named "Mara Palace", a building with residential function and services, 16 floors above ground and 3 floors underground. The location is in the Municipality of Tirana, with the developer company "Am & Zo" sh.pk

"The property to be developed is located in the center of Tirana, on 'Dervish Hekali' Street, Tirana, in an urban area with a strategic and favorable position surrounded on both sides by main roads. The construction site includes within its property boundary contour the property with no. Property 7/224 from which the proposed project for the service and residential structure facility is developed. The proposed facility has a site area of ??312 m² and a total construction area above ground of 4992 m², while the underground construction area is 1321 m² with a utilization coefficient of 58.07% and construction intensity of 9.29", these documents state.

The documents specify that the plot has a regular shape and a total surface area of ??537 m², with a current construction footprint of 312 m². “The proximity to the 'Red' school places the plot within a context with high intensity of pedestrian movement during school hours and with the presence of services and businesses in the perimeter,” the permit states.

According to her, the surrounding area in this part of Tirana is typically characterized by a mix of medium-high density residential and commercial construction, primary road infrastructure with daily traffic, favorable access to public transport lines, and pressure for on-street parking, factors that influence the way outdoor spaces and circulation are organized.

The permit stipulates that the “Mara Palace” project is conceived as a multifunctional vertical structure with 16 floors above ground and 3 floors underground. The permit states that a green belt is planned along the boundaries of the plot, but with this construction coefficient, or even the proximity to other multi-story buildings in the area, it seems that the entire surface will be concreted.

Another area, even a historical one, that is being swallowed up by concrete, where until a few years ago, the area was known as "autochthonous Tirana". While most of Tirana's historic homes have already been demolished there, giving way to multi-story buildings that are flattening every piece of history.

Document: Deed of incorporation of the company "Am & Zo", where 50% of the shares are owned by Rei Xhakolli

Vox News has researched other documents from the National Business Center, which revealed that the shareholders of the company "Am & Zo" are Rei Xhakolli and Orges Cunge. They are both the same age, around 31 years old, with Rei being the son of Ilir Xhakolli, the mayor of Pogradec.

Their firm was founded a few years ago and deals with construction, while in parallel with his father's duties, 30-year-old Rei has begun to seriously deal with construction, as with his political and business connections, he is managing to build even huge towers.

Normally with the "help" of his father, who has worked in the state for years, even in golden times and without control, Ilir has been a customs officer. After 2013, he has been part of the current majority, first as a deputy and then, in 2019, he was elected mayor of Pogradec. The last seven years have been very profitable for his family, as Ilir initially employed Rei in the state administration, dealing with tenders, then in the state company "Albgaz", and since 2023, he has been totally dedicated to the private firm.
