Besmir Beja

Besmir Beja's Customs, appointed to that position 4 months ago, has turned into an inn without gates, where it is enough to have his trusted friends and get the job done, even though you have no papers and are illegal. From the end of January until today, Beja seems to have raised the bar of customs, giving voice to the famous expression "6 months of customs, secures life", since with his actions or inactions, the general director has brought the entire system to collapse.

Vox News has researched dozens of internal documents, which prove that Beja has ordered the inflating of tender costs, while during these 120 days at the head of Customs, he has appointed his trusted people to key positions, with fictitious competitions, with promotions, or transfers of disobedient people. A real scheme to capture every point and person with a leadership position, while the biggest suspicions are that with these moves he intends for every leader to pay tribute or quota.

The content of the denunciations that have reached the editorial office of Vox News show a situation of stagnation in that department, which could be translated into a genuine criminal file, since we are dealing with a well-organized criminal network, which is being aimed at installing itself in this very ethical directorate for the Albanian state itself. Beja is aiming to capture every cell of Customs, from Konispoli to Tropoja, from Durrës to Pogradec, and especially in Kukës and Kakavija, the two customs points that until yesterday were considered "gold mines" for any manager.

Facsimile: The tender expected to be opened by the Customs Directorate for the adaptation of a building on 5 May for the Customs Administration

Let's take them one by one and analyze every action of Director Besmir Beja, during his 120 days at the helm of Albanian Customs. The Vox News editorial office has received information from within the customs about several suspicious tenders, opened during these months, as the inflated costs for everything are becoming apparent.

"He is trying to control every employee who drafts documents. The members of the bid evaluation commission are his people. With these new appointments, he is making them analyze the tenders. The case of the lead tender that was intended for the Altek firm is not the only one ," said sources from within the Customs.

Vox News has learned that one of the employees who refused to sign to give this firm this tender has been transferred, paving the way for other procedures that have followed and are suspected to have been predetermined. Customs employees say they have a super tender ready, with an extremely inflated cost, to put a building in operation in the 5 May area, to relocate the Customs Administration.

"They are now preparing the tender documents for the commissioning and adaptation of the building in which the Customs Administration will operate. Customs took over a building in the 5 May area last year from the government. The building has been built and now they will make some partitions and install some fiber optic cables, telephone lines and electrical installations. They will spend 1.3 million euros for these installations alone. It is not a new construction, they will just install some cables and these will cost a lot of money," was another denunciation from within the customs.

Vox News has researched this procedure and it turns out that so far it is in the register of forecasts in the APP, which means that it will be opened very soon. The amount allocated is 125 million lek, which will be from the state budget. The data in the document are the same as those in the complaint that has reached our editorial office.

It seems that Beja has gone headlong into controlling every penny at the General Directorate of Customs, as he is expected to open another procedure this week, that of clothing. Sources from within the customs said that it is again the same scheme where after Beja's arrival the value has been artificially inflated.

Document: Customs also has the tender ready for clothing and the purchase of a minibus

Vox News has analyzed another document, which refers to the tender with the object of "uniforms and other special clothing", with a fund of 36,134,166 lek. Police clothing is required, while from the research of previous procedures, our editorial team did not find any tender with such a large value for some clothing. So far, no accompanying documents have been published, for the quantity of clothing or material, but if we analyze the tenders of the police, guard, army, etc., these procedures have always been predetermined. This is precisely the suspicion that is also held by those within the Customs, where some sources have told Vox News that the value has been increased in order to have money for everyone.

Meanwhile, in the 120 days of Beja, the Customs has another procedure ready, that of purchasing 1 minibus for personnel transportation. The value allocated for this minibus is a full 26,667,000 lekë, while in the past 2 minibuses were purchased with half of this value. Again, an increase in the tender value and again during this time. Is it possible that the entire procedure is destined to go to a firm very close to the general director?

But the abuses at Albanian Customs do not stop here, as our editorial office has received other complaints about the affairs of Besmir Beja, who last week signed several dismissals of customs officers, disobedient employees who did not pay their bosses, that is, did not pay the tribute. During these 4 months, despite the government's policies for controlling luxury cars, Besmir Beja's Customs has created a scheme that the owners of these vehicles pay under the table. In this way, the money that was destined to go to the budget ends up in the pockets of some managers. Whether or not it is later allocated, these suspicions should be investigated by law enforcement agencies.

"They have made customs like an inn without gates, since it is these goods vans that come from England, Germany, Italy, Greece, etc., that always bring in contraband goods. These are now controlled by Besmir Beja's people. I am telling you a case that deserves to be verified, whether by the prosecution or other institutions. It is about April 22, when vans coming from England were re-controlled in Durrës. They removed one director and brought in another," said an internal employee.
