The Ministry of Health has been involved in an unprecedented scandal, where problems have once again been encountered in the making of tenders, a major gangrene since the time of Ilir Beqja, Ogerta Manastirliu, Albana Koçiu and now with Evis Sala.

Although there have been different leaders, there are still a multitude of problems in this vital system, which is deteriorating day by day, to the point that the complaints in Oncology are endless.

The lack of medicines, facilities, or even medical policies have been and are problems that none of the leaders bother to solve, perhaps from other interest groups.

Vox News has researched several documents that shed light on this scandal, where officials from this ministry awarded a tender to an excluded firm. A file worthy of the Special Prosecutor's Office, as here we are dealing not only with administrative violations, but also with criminal ones.

Document: Public Procurement Agency's notification of violations at the Ministry of Health

According to documents available to our editorial team, the Public Procurement Agency has issued a document for the verification of a contract of the Ministry of Health. Initially, it was launched as an administrative investigation denounced by another firm that participated in the procedure.

It is a contract for "goods", as the PPA writes that the Ministry of Health has committed a serious violation. "The Contracting Authority has concluded a contract based on the framework agreement, while not having carried out verifications regarding the exclusion of the economic operator from the right to win public contracts," the document states.

In the end, the APP decided to propose disciplinary measures against 3 people, for the violations and shortcomings found in the decision. The document does not provide any other details about who the firm that benefited and was disqualified from the tenders was, while the measures are only to "wash their mouths".

First, based on the letter, we are dealing with several criminal offenses here, such as violating equality in tenders, abuse of office, all in collaboration, since there are several people. The investigations may also extend to the ministry's management chain, since how is it possible that such a ministry, with an army of officials and employees, cannot verify whether a firm has been excluded from tenders or not.

Perhaps, this is a worthy file for the Special Prosecution Office, which during these times has indicted dozens of officials for even lighter charges and minor violations.
