A massive concrete project will be built on the olive groves and forested hills of Farka, above the Dry Lake area, transforming what little green space remained on the outskirts of Tirana into multi-story buildings, adjacent to each other.

Vox News had warned some time ago about the entire project, as behind it lies one of the most controversial businessmen, Arben Muçobega, the one who managed to obtain permission for one of the most beautiful bays in Albania, in Llaman, from former Minister of Culture Mirela Kumbaro.

At the same time as our country is discussing the project in Zvërnec, where the government still says there is no real project, concrete is sprouting everywhere, in the coastal area, in those sandy, marshy areas, in rivers, canyons and now in green hills, which are the only lungs left for Tirana filled with concrete.

According to documents available to Vox News, businessman Muçobega's project envisages the construction of 15 towers in one of the greenest areas of the capital, with their height being 9 floors. It is learned that there are about 31 thousand square meters of land where these buildings will be erected, while the project envisages a total of 94 thousand square meters of construction above and below ground.

A huge concrete massif that is approved again with the signature of Prime Minister Edi Rama, who seems to be asking neither for green areas, nor for parks, natural habitats or forests in this mandate. The documents that our editorial team has researched show that Rama's signature was given several months ago, while the permit has been held in suspense for a long time. It took the situation of the discussions in Zvërnec to unblock it and give the green light to Arben Muçobega to continue the construction.

Vox News has learned that the KKT has decided to conditionally approve the Construction Permit for the "residential and service complex with 1-9 floors above ground, with 1, 2 and 3 floors underground", located in the Municipality of Tirana, with the developer "Bega-07". The condition of the permit was the completion of the technical-legal documentation and the payment of the infrastructure impact tax on behalf of the Municipality of Tirana.

Mësohet se këto kushte i ka përmbushur Muçobega, teksa ruspat dhe mjetet e rënda të firmës së tij kanë nisur punën për rrafshimin e një sipërfaqeje të madhe të gjelbër në Tiranë. Duket se pas ndërtimeve në bregdet, kryesisht në Himarë, Llaman apo edhe në Dhërmi, Muçobega po fokusohet në Tiranë. Ende pa u zbardhur leja, firma në fjalë e reklamonte kompleksin në internet dhe e quajte “Centaurea”.

Megjithatë, kur firma vjen nga deri sipër, atëherë të gjithë, qoftë institucionet ligjzbatuese, vetëm sa ngrenë supet. Operacionet e fundit për të liruar hapësirat publike në qytet, veçse janë një fasadë e të gjitha lejeve që po jep qeveria. Për të fshehur betonin masiv në parqe, zona të gjelbra, qeveria bën aksione sa për sy e faqe. Nëse çdo qeveritar do të kishte primare natyrën dhe hapësirat publike, atëherë përse jep leje masive betoni në këto zona?!

Mësohet se prej shumë vitesh, biznesmeni Arben Muçobega vijon që të shfrytëzojë të gjithë Gjirin e Llamanit, duke ngritur lokale dhe restorante luksoze, në një nga gjiret më të bukura të detit Jon, midis Himarës dhe Porto Palermos. Muçobega ka marrë vazhdimisht leje për shfrytëzimin e plazhit, ndërkohë që ka publikuar edhe projekte që e shndërrojnë të gjithë zonën e Llamanit në një resort personal, pa asnjë dalje në det për qytetarët e thjeshtë.

Meanwhile, alongside this project, Muçobega also set his sights on the hill next to Llamani Bay. It is a rocky hill, which normally should not have an owner since it is unusable and completely in close proximity and with a steep slope towards the Ionian Sea. But, as in any beautiful place, perhaps that rocky area has also turned out to be the owner's "grandfather's breadbasket". The entire area has an area of ??101,200 square meters.
