Strange events in Albania last very little, if at all, since the systems are built not to bring justice and punish those who break the law, but for scheming and perhaps coughing, since with lobbying or a bribe you manage to remove the "stain". A few days ago, the editorial staff of Vox News exclusively published a document, which stated that the REJ firm owned by the Kapri family in Pogradec had used forged documents to win tenders.
A very serious accusation, which if it had been in any other country, the company or its owners would not see the state budget money for a long time, and would probably end up in prison cells, not to mention having their assets seized. But, in Albania, such an accusation passes easily, initially with a decision of exclusion and within 8 days with a notice of the suspension of this exclusion, until the full judicial review.
A scheme that has been commonly used by all large firms that have earned tens of millions of euros from the state budget, since even when they are caught unawares with major violations, they manage, with their connections or the lobbying of those who support them, to remove the exemption within a short time, while surprisingly continuing to earn money.


It seems that the Kapri family is accustomed to investigative processes, criminal files, court cases and decisions of the Prosecutor's Office and the Special Court, as its members Gilberti and Eduarti have been subjects of investigation and verification. In fact, the former mayor of Pogradec, Eduart Kapri, was sentenced by the Special Court to several months in prison, which were converted into probation, after it was documented that he allowed his brother, Gilbert Kapri, to build an 11-story tower without a permit in Pogradec, with a revoked construction permit.
Meanwhile, Eduart's other brother, Luan Kapri, has the firm REJ on paper, but which is actually known worldwide as a family, as they have managed to win tens of millions of euros in public works, mainly in cleaning and construction. A few days ago, our editorial team published that the firm in question had used false documents to win a lucrative tender from the Military Hospital in Tirana.
According to documents available to Vox News, on June 12, 2026, the Public Procurement Agency issued a notice to disqualify the firm "REJ" from tenders for a period of 6 months. "APP, in the exercise of its powers, has initiated administrative proceedings to exclude the economic operator 'Rej' shpk, from the right to win public contracts, for misinformation for qualification purposes," the document stated.
According to her, this company participated in the tender with the object of "cleaning service for the University Trauma Hospital", with a limit fund of 245,035,563 lek excluding VAT, developed by the contracting authority Centralized Purchasing Operator on 20.10.2025. It is learned that the reason was misinformation and the submission of documents containing false data for qualification purposes.

After 8 days, on June 19, 2026, the PPA issued another notice announcing the change in the decision to exclude the REJ company from the right to win public contracts, for misinformation for qualification purposes, in procurement procedures.
"Reasons for removing the name of the economic operator from the list of economic operators excluded from the right to win public contracts Against this decision, the company 'Rej' has addressed the Administrative Court of First Instance, Tirana, where, among other things, it has requested the securing of the lawsuit for the suspension of the implementation of the administrative act. The APP has been informed of the decision of the Administrative Court of First Instance, Tirana, dated 18.06.2026. In this provision, the court, among other things, has decided to accept the request of the company 'Rej' for the taking of the measure of securing the lawsuit, as well as the suspension of the implementation of the APP decision," it is stated in this document.
According to her, under these conditions, the PPA has continued to proceed with the removal of the name of this economic operator from the list of economic operators excluded from the right to win public contracts, which is published in the Public Notices Bulletin, as well as on the official website of the PPA. “This decision remains in force until a final decision is made,” the document states.
The firm in question, REJ, according to our editorial team's research, has benefited from at least 40 million euros in public tenders, from Shkodra, Tirana, Elbasan, Pograec, Korça and many other cities. The connections of Gilbert, Eduart or even Luani himself have led to the company easily winning tenders, while the most suspicious connection has been with the former head of the Public Procurement Commission, Jonaid Myzyri.
Given this highly suspicious past and perhaps to avoid being traced, the owner of this company, Luan Kapri, also transferred ownership to his daughter, while in Pogradec, or in many other places, the "REJ" firm is most closely associated with Eduart, who was sentenced by the Special Court to 2 years in prison for giving permission to his brother's firm, GEDI shpk, to build a multi-story building in Pogradec, without a building permit.
