An individual with a very dubious past, who used to put a spoon in one hand, a spoon in the other, while his head was in the pot, has managed to be appointed to one of the most important institutions in Albania, the head of the Albanian Customs. This is Besmir Beja, who for more than 4 months has been trying to turn the Customs into a service for himself, his family and his associates, by appointing them to key positions.

Beja is known in legal circles as the "Octopus of the Boards", because with very dubious connections to several organizations or consulting companies, he would stick and tear from all sides, leaving not even crumbs on the ground. In fact, Vox News research shows that Beja's 8 tentacles were not enough, but in a calendar year he managed to perform up to 10 jobs simultaneously. He was "used" by some rulers as a good "tailor" of letters, while also drafting those useless brochures that are distributed and read only by those who write them.

Precisely, even during these 130 days at the head of Albanian Customs, Besmir Beja is "copying" the work in these boards, trying to grab every tentacle in the districts, making appointments and dismissals, putting his hands, feet and noses into every job, not to fix it, but to collect it. His goal is to grab every penny that enters Customs, just as he did with the famous boards he was a part of, receiving and being paid simultaneously by many state institutions, just like those parasites who sit and warm themselves in the sun, and on the other hand are paid.

The "octopus of boards" had created a wide network in state institutions, having company with leaders, who put him on famous boards, not for his abilities, but for the way Beja managed to implement the orders he received. An individual with several backbones, who after making the rounds in several ministries, sometimes as an advisor, as a secretary general, head of sector, managed to occupy one of the most important positions in the hierarchy of the Albanian state.

As a reminder to readers, Vox News analyzed Besmir Beja's asset declarations before he was appointed Customs Director, which shows that in 2024 he was paid by many institutions and companies. He received about 1 thousand euros from an SME development program, was on the board of Black Sea, where he received 2 thousand euros, while he was paid 6 thousand 400 euros by the "Center for International Legal".

So far, nothing bad, because if he did the work, he was paid, but below you will see wonders, because from January 1, 2024 to December 31, 2024, he worked and was on the boards of several institutions. In the asset declaration, Beja declares that he was on the board of the National Agency for Financing Higher Education, he was on the board of the State Cadastre Agency, he received honoraria from the Albanian School of Public Administration. He was also on the board of the KMCAP, that is, Kempi Epror.

So far we have counted 7 salaries, within the same calendar year, but they do not end here, as the eighth "tentacle" was in the payments he received at the Ministry of Education, where he was again a board member. The 9th payment was on the board of the Agency for the Administration of Sequestered and Confiscated Assets. In that year, always in 2024, Besmir Beja received a salary at the Ministry of Interior and the Ministry of Finance, in the amount of 2.6 million.

Meanwhile, in the same document, the 2024 asset declarations, published in 2025, Besmir Beja's wife, Mrs. Odeta Jahaj, declared several monetary gifts, in the amount of 4 thousand euros.

Payments then continued to a center, in the amount of 374 thousand lek, or from international institutions in the amount of about 14 thousand euros. Like her husband, Mrs. Odeta Jahaj has also declared several payments, while her main job is at the GIZ organization, where she received an amount of 1,249,441 lek.

Vox News has researched other information related to the past of Besmir Beja, who appears to have been quite active in receiving payments from several institutions, whether private or state, but also in the administration of legal consulting companies.

In 2015 and 2016, Besmir Beja and his wife, Odeta Jahaj, were administrators of a company that dealt with legal advice. The company is called “MODUS LEGAL SERVICES”, where the husband and wife have rotated in the management. In 2016, the position left vacant by Odeta was taken by Besmir to continue the work.

According to the extract from the CKB, the firm dealt with legal and financial consulting, especially consulting in the field of commercial law, taxes, public procurement, concessions or privatizations. There are a number of areas that Besmir has contributed to, whether for good or bad, is for others to judge.

We presented the facts above to show who the new director of Albanian Customs is, who seems to be implementing the same scheme in that department. If he receives money from some sources, this remains to be verified by law enforcement institutions, but the fact is that so far, he has taken several actions, inflating the costs of tenders, making appointments to key positions, or dismissing those who do not obey him.
