Money in this country of ours is never enough, always when it comes to construction, infrastructure or service buildings. Citizens sometimes dip their hands into the state budget for just one service, initially designing it, then building it, supervising it and later with additional funds. But, despite the fact that contracts are modified over time, when the value multiplies, that money is still not enough.

A typical case is the construction of the new building of the General Directorate of Road Transport, designed years ago, tendered in 2023 and when it should have been completed and the administration should have continued work, this directorate itself makes a contract modification. The deadlines are postponed again, while the state itself again dips into the budget, "rewarding" the private firm with a considerable amount.

But shouldn't he have completed it and if there were violations in terms of deadlines or in the implementation of the contract, should he have been penalized? In another country yes, but not in Albania, where they know how tenders are made, the relationship between officials and company owners, etc. Time has shown that most zero-sum procedures have major problems, whether administrative or criminal.

But, spending 7.8 million euros initially and not having this money come out, can only happen here in Albania. Not only that, but these institutions that make the tender manage to modify the contract, adding an additional amount of 1.5 million euros!

According to documents available to Vox News, the General Directorate of Road Transport has announced another procedure in the Public Procurement Agency, this time with the object of "contract modification for the construction of the building of the General Directorate of Road Transport Services (DPSHTRR)".

It is a multifunctional facility in the public interest, for the Central Road Transport Services. The additional amount that the Albanian state will spend is 142,338,642 lekë, or about 1.5 million euros.

In 2023, DPSHTRR signed a contract with the winning tender firm, Hastoçi, which was not the lowest bid in that procedure. The construction fund for the building went to a full 7.8 million euros. And if you add it up with the additional fund, the amount goes to 9.3 million euros!

According to the construction permit documents, the total area of ??the building, with 5 floors above ground and 2 underground, is 6385 m2. If we do a simple calculation, the total amount and the square meters to be built, it turns out that the winning firm Hastoçi is being paid 1450 euros to build 1 m2.

Of course, the value is very high when it comes to construction alone, but with all the extras, our state seems to spare no expense on public buildings!
