One of the largest solar power plants in Albania is taking shape in the Kolonja area, where a 62 MW park will be built on an area of ??412 hectares. For more than two years, the construction company has been lobbying the government to first lease the land, then convince local residents that the investment does not affect their lives, although the residents of the village of Taç i Lartë have rightly protested that their village pastures are being taken away.

Meanwhile, in recent weeks, the development permit, which affects a large area in that area, has also been revealed, while the documents state that the company that will implement this project is the Turkish company "Fortis Energy & Construction". This company appears in all the documents produced so far, while according to the documents that Vox News has researched, it turns out that the company that will implement the project is called Ersekë Solar Energy.

Perhaps the owners of the company are the same, but they moved quickly before their license was discovered, moving the company from Turkey to the Netherlands, a country known as offshore, where several large companies in Albania, those that have received concessions and have been declared strategic investors, have fictitious headquarters in that country, just to hide their tracks and real owners.

According to documents researched by Vox News on May 12, 2026, the National Council for Territory and Water has issued a permit with the object of "approval of the development permit for the facility 'construction of a photovoltaic electricity generation plant, auxiliary works with a power of 62 MW', located in the Municipality of Kolonjë, with the developer company "Fortis Energy & Construction".

According to the documents, the area under study is located in the southeastern part of Albania, in the village of Taç i Lartë, near the city of Erseka. “This area presents favorable conditions for the construction of a photovoltaic plant from a technical point of view. The region is characterized by a good level of annual solar radiation, with a high average number of sunny hours, which makes it suitable for the use of solar energy,” the documents state.

According to her, there are several alternatives to reach the project area, while the main access axis is the national road that follows the Tirana-Korça-Ersekë route. The distance from Tirana is about 208 km and can be covered in approximately 3 hours and 53 minutes.

"The surrounding landscape consists mainly of pastures and open areas, while at various distances there are rural settlements and local roads, which provide a connection of the area with the surrounding administrative centers," the documents state.

The government approved with a special VKM last year that the project foresees the construction of a photovoltaic system with a capacity of 62 MW, located in the Taç i Lartë area, Kolonjë Municipality, Korçë District. The power on the AC side is 62 MW, while the system consists of 134,360 photovoltaic modules. The total area of ??the project land is 4,126,759 m², or about 412 hectares.

Vox News has also researched other documents at the Central Bank of Kosovo for the construction company Fortis, which is presented in every letter as a "firm from Turkey". In fact, its administrator is a Turkish citizen. But, 40 days before this company was to receive the development permit from the KKTU for the super park in Kolonjë, they make a suspicious transaction.

On April 2, 2026, the sole shareholder of the company, Fortis Energy and Construction, Mehmet Burak Uçkardes, decided to transfer the shares. “Since the company has a single shareholder, who owns 100% of its shares, the sole shareholder, in accordance with the legal provisions in force, has decided to undertake and carry out the planned procedure for the transfer of the company's shares. It was decided to approve, in a complete and final manner, the sale and transfer of 100% of the company's shares from Mehmet Burak Uçkardes to the company Ersekë Solar Energy Bv, a limited liability company established under the laws of the Netherlands,” these documents state.

The same document states that the purchase price is only 100 thousand lekë, which represents the nominal value of the company's capital. "The purchase price was determined within the framework of a reorganization within the group and does not reflect the real market value of the shares," the document continues.

But the timing of this transaction or the relocation of the headquarters to the Netherlands have raised many doubts about the real owners of this company, whether it was sold or not, whether it passed from the Turks to third parties or everything was done to lose track. A scheme that has been commonly used by many other companies that have benefited from concessions and have been declared strategic investors in Albania.
