A big affair continues to be cooked up year after year in Korça, where the protagonists are the mayor of the municipality Sotiraq Filo, known as Raqka, and the company Korsel, which for more than 14 years has always won the big cleaning tenders in advance. The criteria set by Raqka and his friends undoubtedly give them a good "hand", as there is always talk in the background that this company will be responsible for the cleaning, which was excluded from the tenders some time ago because it used false documents, and later investigated.

Tender scandals always last very little, as the owners maneuver, making fictitious transfers of shares to family members or trusted persons, while the suspicions are that even after the change of owners of the Korsel company, Maksi (of the garbage) is still behind it. He is known for his close friendship with Raqka or even with the former mayor of Korça, Niko Pelesh, currently the speaker of the Albanian Parliament.

According to documents researched by the Vox News editorial team, on June 30, 2026, the Municipality of Korça finalized the cleaning tender, where the winner was a consortium of operators, with the majority of the percentage belonging to the Korsel company with 56%, while the Fusha company held 44% of the works in this tender.

The object of the contract is cleaning services and the limit fund was 382,442,137 lek, excluding VAT, with a term of 36 months starting from the date of conclusion of the contract. The Korsel and Fusha companies offered 380,562,120. According to calculations, it turns out that the winning companies' offer was a full 99.51% of the limit fund, as they left only a few gaps in the way.

The company Alko Impex also participated in the tender, with a value of 382 million lek, or very close to the limit fund, while the suspicions are that it may have been just a cover for the entire process, so as not to come out with only one bidder. If there was competition, of course the companies would try to offer less, but it seems that the papers were always written for the previous winner, who this time has also entered another powerful company, sharing the money, perhaps to remove the stain of the exclusion and previous investigations.

In the documents of this procedure, a very dubious criterion appears that suits the winning firms, where the Municipality of Korça had decided that the winners should have an 800 square meter square to park the vehicles. Naturally, Korsel has such a square, especially since it has been following this tender for 14 years, while where can other firms find such a square, since it also has criteria that it should be in a place as close to the city as possible.

"The economic operator must own or rent a premises with an area of ??no less than 800 m², which will serve for parking vehicles outside service hours, storing and repairing damaged containers, as well as for storing materials needed for the full implementation of the cleaning service ," these documents state. For this reason, the Alko company was disqualified, as it had not submitted any documents to prove the availability of the required premises, whether owned or rented.

A predetermined tender?!

There are strong suspicions that the papers were sewn for the Korsel firm, given that in 2023 it was also declared the winner, although in 2022 it was disqualified from tenders for 18 months, after having submitted false documents in a tender procedure in Tirana. In 2023, the term was also 3 years, ending in 2026, while the previous procedure had a value of 400 million lek. The same firm was declared the winner in 2017, where the value was 365 million lek.

It seems that the Korsel firm has a longer lifespan than Prime Minister Edi Rama, who has been in power since 2013 (Korsel received the money in 2012). The cleaning tenders in Korça have also been the subject of the High State Audit, where irregularities and errors in the documents were found, where the Korsel firm, under the then ownership of Maksim Fejzulla, was favored by state institutions.

Several years ago, at the time he was excluded from tenders, Maksim transferred the shares of the Korsel company to citizens Arqile and Marjela Peri, while suspicions are that the transaction was made to lose track of possible exclusions and investigations against the owners of this company, with numerous friendships in Korça and strong ties in Tirana.
