On June 30, 2026, at the height of the protests, the government approved another dubious permit, this time completely ignoring the local residents, who protest endlessly, but whom this government has completely ignored.
It concerns a construction permit in the Kamza area, where in December 2025, local residents opposed a project by the state-owned firm KAYO to build a weapons factory.
The frightened residents protested for several days, seeking help from local and central governments, but as always, their voices fell on deaf ears, especially at the height of the protests in front of the Prime Minister's Office, where hundreds of thousands of Albanians from all areas are demanding that their voices at least be heard.
The documents researched by Vox News once again show a frightening arrogance of the government, which does not care about ordinary people, but only wants to please international partners, some with very dubious connections who have entered the arms business in Albania.

History has shown that weapons in this country of ours are dangerous, whether in production, remembering the Policeman and the Doctor, in possession or even in dismantling. There have always been scandals, the climax of which was undoubtedly Gërdeci.

According to documents available to Vox News, the National Council of Territory and Water has decided to approve the permit for the “construction of a textile factory with 3 and 4 floors above ground and 1 floor underground”, located in the Municipality of Kamëz, with the developer KAYO company. In fact, the first permit was approved on September 25, 2025, while the factory was later provided with a construction permit in February 2026.
The government has accelerated the procedures for this facility, also due to protests by local residents, who do not want to be endangered by a second Gërdec, as they say that the construction site is too close to residential areas. The construction permit documents, which have been amended several times, state that the land area is 33,747 m², while the total area of ??the building will be about 14,000 square meters.

In the photos of the model, it looks like an extremely long and tall building, located on a hillside, while there will also be an underground floor.
Apart from the documents above, the government has not published any other document to clarify to the local residents what will be produced in that factory and why Kamza was chosen. Furthermore, the KAYO company itself has several sub-companies with local and foreign firms, some for the production of military uniforms, some for military equipment and the most important one for the production of weapons.
Albania has had strategic locations for weapons production, such as the factory in Mjekës, Elbasan, or the Police Complex, which also have a strategic location and were built with underground tunnels to protect the local population.
The construction of a new building must at least have security elements, while there is still no information on which partner participated in the drafting of the documents.
Time has shown that behind every strategic decision, there is a hidden business and person close to the government who tries to get their hands in. Will the KAYO factory be such a case?!
