Two major procedures for the construction of the road segment from the Kombinat area in Tirana to the Plepave area in Durrës are suspected to be predetermined, continuing the "legacy" of almost all tenders that were held some time ago by the Albanian Road Authority, where two former managers have been indicted.
Currently, the ARA is led by a former senior official of the Ministry of Infrastructure and Energy, Ami Kozeli , while with his actions or inactions, Kozeli is fanatically following the "path" of Evis Berberi and Gentian Gjyli, the first under investigation with a security measure of prison arrest and the second under investigation and trial with a security measure of house arrest.
There are suspicions that the "orders" for this senior ARA leader are given by other officials and former officials, who have devised a scheme to extort millions of euros from the state treasury, initially channeling them into the coffers of private firms and later, perhaps their own, or those of close people.
SPAK's investigations have uncovered a multitude of names, while the new director, Ami Kozeli, risks a similar investigation, given that he is acting in the same way.
The Vox News editorial office has received information, accompanied by documents, that Ami Kozeli is acting in the same way as Gjyli, Berberi or Verdho, with the ARA tenders, predetermining the winners, while the procedures are only carried out formally.
Data analyzed by our editorial team shows that a full 32.4 million euros allocated for the 2 lots of the Kombinat - Ndroq - Plepa road are predetermined, while within the ranks of the ARA itself or other firms it is known who the winner is.

According to documents available to Vox News, Kozeli has quickly signed the next two tenders for the construction of this segment, specifically lots 2 and 3.
If previously the procedures were done one by one, Kozeli has not waited too long, but has opened both simultaneously, with the winner to be announced in early August 2026.
The time of the announcement of the winners coincides with a holiday for both state and private administration. It is not for nothing that that date (August 3) was chosen, away from the prying eyes or even the journalists themselves.
It is learned that both tenders have a value of 27,019,039 euros, where if we add VAT, the amount goes to a full 32,422,846 euros.
Vox News has also learned the names of the firms that have been predestined to win, as there will be a union of operators, even companies from countries in the region, with the aim of "opening the competition." But when the winner is known before the envelope is opened, do we have too many criminal offenses?
If many officials and firms collaborate in this group, are we acting within the framework of a criminal group?
A genuine scheme was used to predetermine these tenders, formally introducing several new names that will collaborate with the old ones, while their end is always known, covering for the officials themselves or the presiding officers of the companies under indictment that have continuously benefited from Albanian public money.
One of the procedures announced by the ARA is “reconstruction of the old road Kombinat - Ndroq - Plepa, Lot 2”, with a fund of 1,177,556,901 or 12,523,204 euros. “The deadline for submission and opening of bids is 03.08.2026 at 11:00” these letters state.

At the same time, the Albanian Road Authority has opened another procedure, again for the same segment.
The above document is the announcement of the notice for the procedure " reconstruction of the old Kombinat - Ndroq - Plepa road, Lot 3 ", with a limit fund of 1,364,927,749 lek or 14,495,834 euros.
The duration of the contract for its implementation is 24 months, while the deadline for the submission and opening of bids is August 3, 2026.
The document bears the signature of director Ami Kozeli, who seems to be sacrificing his vacation days just to sign these important tenders.
He must have heard the names in the corridors of the ARA, while whether he will be surprised or not remains to be seen, but the fact that he will decide the fate of 32.4 million euros on that day is highly doubtful.
Criminal offenses are always first proven and the prosecution files charges, and later the court decides if there is a culprit, while for these procedures, law enforcement institutions must initiate verifications, as criminal offenses are "sacked".
Whether Kozel will have the fate of Gjyli or Berber remains to be seen, but if you're going to predetermine 32.4 million euros, we're dealing with a genuine criminal group here.
