Another road construction scandal is brewing at the Albanian Road Authority, where new director Ami Kozeli has opened a super tender to complete a road started during the time of Evis Berber, where in fact the entire segment should have been completed.

This is the segment from Qafa e Buallit to Martanesh, where in 2023, the ARRSH led by Berberi and with the "blessing" of Minister Belinda Balluku, who had promised the residents of the area, given that her father had lived and worked in the Krasta mines during the dictatorship, carried out procedures worth 10 million euros for the systematization and asphalting.

According to the tender documents at the time, the entire segment should have been completed in the fall of 2025, according to the contractual deadlines, but on the ground the situation is still an unorganized and unpaved road, while there has been no work on that construction site for some time, with various justifications.

Meanwhile, in recent days, the Kozel ARRSH itself has opened a new procedure, this time to "cover" the Berberi - Balluku duo, both defendants, the first being investigated with the security measure of imprisonment and the second with the security measure of mandatory appearance, given that the Albanian Parliament rejected the request of the Special Prosecution Office to arrest him.

According to documents available to Vox News, the Albanian Road Administration (ARRSH) will open the tender in the coming days for the "completion of works on the Qafa e Buallit - Martanesh road". A scandal in itself, given that it is about "completion of works", when these works should have been completed and the entire segment asphalted.

Road tenders, especially those of Verdho, Berberi and Gjyli, never end, especially since they continue to "eat" millions of euros, while it is not known whether there will be an investigation into where the 10 million euros allocated in 2023, which are being filled with the new tender, evaporated.

For the "completion of the works", the ARRSH has allocated a limit fund of 1,040,728,000 lekë, or if we convert it into euros, the amount goes to a full 11.1 million euros, many times more than the first tender. This is one of the most flagrant cases of abuse with roads, as the ARRSH has allocated over 100% of the first limit fund, breaking even "records" for the roads of the Grand Ring Road or those being built in Elbasan or for Tirana - Durrës.

Vox News also reviewed the tender documents for 2023, where in December of that year the ARA finalized the procedure for "settlement, asphalting of the Qafa e Buallit - Martanesh road", with a limit fund of 1,086,171,104 lekë. At the exchange rate at the time, the amount spent amounted to 10.2 million euros, while the deadline for its implementation was only 18 months.

A multitude of firms participated in the tender, including large ones, while Salillari offered 803 million lek, “BE – IS” & Vëllezërit Hysa & Ergi” offered 947 million lek, while there were other offers. The winner was the second BOE, Be-Is with Vëllezërit Hysa and Ergi, disqualifying the bid of the Salillari company, although it had offered about 1.4 million euros less.
