The Central Election Commission continues to spend millions of euros, with the excuse that they are “being given for the security of the vote”. Despite the fact that these are new elections, the CEC leaders’ rhetoric is old, as all procedures are carried out without competition and only through negotiation. Such was the case of the electronic platform for registering immigrants, which VoxNews denounced a few days ago.
In November 2024, the CEC allocated an amount of 2.1 million euros to set up the platform for overseas voters. Meanwhile, in recent days, another amount of 1.1 million euros was allocated for support and services. Both procedures were done through negotiation, without any competition.
Meanwhile, the CEC itself is continuing to spend millions of euros on the May 11 vote. According to documents available to our editorial team, Celibashi has ordered the rapid launch of a tender for the production of ballot papers. But is there any competition?!

The above document is the CEC announcement, which announced the winner of the contract, the Slovenian firm "Cetis, Graphic and Documentacion Service dd". More precisely, it is not a tender, as the procedure was carried out with "negotiation without prior publication of the contract notice".
The CEC leaders negotiated with the Slovenian firm, after previous ballot tenders failed. The firm itself is an "acquaintance" of Celibashi, having won millions of euros in previous elections.
According to documents available to VoxNews, the procedure had as its object "the production of ballots and masks for reading ballots." The firm "Cetis..." offered 81,691,283 lek excluding VAT, or about 820 thousand euros.
But, this is not the first time that tenders have been made by the CEC with negotiation. In the past elections, Celibashi procured about 15 million euros for the 2023 elections. It is learned that the CEC has a network of favored firms, which always win procedures in that institution. Such is the Dutch company "Smartmatic International", which wins tenders for electronic voting and counting. But, the Albanian firms "R&T" and "Farma Net Albania" have also emerged as winners. Even in the 2023 elections, the Slovenian firm "Cetis..." was the winner of a similar tender.
