A week after the deadline for registering Albanians in the diaspora to vote on May 11, the Central Election Commission has awarded the firm that submitted the application with a full 1 million euros.

With a sudden announcement at the Public Procurement Agency, Ilirjan Celibashi has announced that he has opened another support procedure. It is not about a tender, but about a “reward” to the company that won the first tender. What is striking is that, if the large tender was 2.1 million euros, the “reward” will be over 1 million euros.

An extremely large amount, especially since the entire amount will be given through negotiation, or more precisely in the form of a grant. Currently, the CEC has not provided much information about why it is giving this amount, as it only writes support.

According to documents available to VoxNews, the Central Election Commission opened the procurement procedure in the Public Procurement Agency for "support services and updates for Electronic Voting for the Assembly elections of May 11, 2025".

It is learned that the fund for the entire procedure is 110,342,551 lekë, while if converted into euros the amount goes to about 1.1 million euros. The Commission says that this amount will be given "by negotiation, without notice", while not providing other information.

Meanwhile, VoxNews has learned that the first tender was made in 2024. In November 2024, our editorial team published an investigation into the Celibashi tender, with the subject matter being "an electronic platform for registering voters from abroad and its support services."

The limit fund was 208,333,333 lekë, or about 2.1 million euros, and the winner was announced in November 2024. It concerns modules, a data acquisition system, computer platforms and services for creating programs for processing modules. Even at that time, the procedure was done “by negotiation, without notice”.

It is learned that the CEC leaders negotiate directly with the "preferred" firms to award them this tender, with a fairly high value. Last year, the CEC approved the technical rules for the administration of the Electronic Registration Platform.

"The platform will be created, maintained and updated by the CEC and will be available and usable in both desktop and mobile versions, regardless of the type of device the voter will use. 'PER' will have two main modules: the Registration Module and the Request Review Module, which will enable a secure and reliable process for managing registration requests," the announcement said.

On March 4, 2025, the deadline for Albanian citizens living abroad to apply to the Electronic Registration Platform (PER) to participate in the parliamentary elections of May 11 ended. The process began on January 11 and by March 5, there were 294,155 registration requests, of which 231,900 voters' registration requests were approved.
