After the first denunciation of VoxNews, where Aurora Polo was acting in secret and cunning, RTSH has now published the documents for this tender.

But, what is noticeable in this whole affair is that the fat procedure will be finalized on April 7, 2025. Everything is being done quickly, in order to deprive the director who will be elected of the opportunity to carry out this procedure, where it seems that all the attention of Polo and its loyalists is only on spending money and not on the production or well-being of the state television.

But, the papers have now been opened and the question rightly arises; who can stop her? At a time when the entire Board of Directors has been dismissed, who can stop this director? Normally, her only "superior" at these moments is the Albanian Parliament, which elects the members and the director. But does it have the power to cancel this super tender?

The information that has reached the editorial office of VoxNews indicates that the whole thing is an affair, or rather the last "honor" that Aurora Polo can do on the eve of leaving. The above document is the announcement of the procedure "purchase of maintenance service for the DVB-T2 distribution network" for 48 months. The documents state that the DVB-T2 network of RTSH is built by the "Head End, which is located in RTSH"

According to her, the transmitter network is built up of 59 transmitting stations, distributed throughout the territory of Albania and consists of the following: 11 transmitting stations with a power of 1.1 kW, 33 stations with a power of 570 kW and 15 stations with a power of 50 kW.

"The limit fund of the contract for 12 months is 226,954,134 lek. The limit fund/expected value of the contract for 48 months is 907,816,536 lek excluding VAT or 9,156,914 euros excluding VAT," the documents state.

But, the most important thing in this procedure is that the deadline for submitting and opening bids is April 7, 2025 at 10:00. At the end of the document is the name and signature of the appointed director Aurora Polo. Everyone's question; who can stop it?!

A few weeks ago, our editorial staff denounced this scandal that is happening at RTSH. It seems that, in addition to the problems with the election of the new director or the dismissal of the Board of Directors, the attention of all the heads has been this procedure. On February 25, 2025, we denounced that "all actions are being done under the rug, where an attempt is being made to procure a large amount of value, just to 'please' its clients or favorite firms".

At that time, VoxNews browsed RTSH documents from previous years, which showed that maintenance costs for this network were foreseen based on the SLA contract for the maintenance of the digitalization network.

"The estimated value includes the service for the period January-December 2024. This payment is based on the contract for the maintenance service of the DVBT2 distribution network, concluded between the General Directorate of RTSH and the company 'Rohde & Schwarz, for a period of 4 years from March 1, 2021, in the amount of 8,795,962 euros, with an annual value of 2.1 million euros, monthly in the amount of 183,250 euros," the documents stated.

The clans of the RTSH management seem to serve the budget more than the content. None of the recent directors have cared about the television program, their content, but about how to spend that money.

According to documents, the annual budget of the Albanian Radio Television is a whopping 28 million euros. A frightening figure for a television station, but the inflated costs of tenders, hiring people, and other expenses have brought this budget to its knees.

It is learned that the funding from the state budget for 2024 was 690 million lek or 7 million euros. 17 million euros were collected from the tax that each family pays on the electricity bill. Meanwhile, this television produced only 331 million lek, or 3.3 million euros. RTSH employs a total of 976 employees, while according to the directorate, 1041 employees are needed. Their salaries amount to 11 million euros.
