US President Donald Trump has issued an executive order implementing the new sanctions law against Russia, while simultaneously exempting tariffs and many of the envisaged sanctions from implementation.

The order implements the Russia and Iran Sanctions Act of 2026, proposed by Lindsey O. Graham, which Trump signed on September 18.

According to the order, customs duties on Russian goods will increase by 500 percent. In addition, additional tariffs of 100 percent are foreseen for goods from the five countries that import the most Russian oil and gas, if they make new purchases on or after October 18.

The same 100 percent increase also applies to goods from the five countries that most facilitate the evasion of sanctions related to Russian oil.

However, the White House said that Trump suspended these tariffs, citing US national interests, and submitted a corresponding certification to Congress.

The exemptions will remain in effect until the president or secretary of state determines that further action is necessary. According to the information provided, the legislation was named in honor of the late Senator Lindsey Graham.
