Dritan Agolli, the head of the Albanian Development Fund, is one of the biggest “oligarchs” in Albania. He has turned the institution he runs into a “service” for himself, his family members or even his former employers. VoxNews has often reported on the Fund’s highly questionable projects, where recently he has procured tens of millions of euros to build hotels and restaurants with state money. Such was the tender for the Benja Spa in Përmet or the complex on the outskirts of Tirana.

Meanwhile, the "oligarch" Agolli has continued his exploits, this time with a huge property in Saranda, where the government residence is located. On an area of ??3 hectares of state property, the "builder" Agolli will build a restaurant and a luxury hotel with state money. A courageous initiative, as with this action he alienates a still untouched plot of land in the coastal city, which is only being concreted every day.

According to documents available to VoxNews, the ADF has opened a tender with the object of "investments for the transformation of public assets with development potential into models of the highest development standard". This is for lot 3, "tourist development pole in Saranda - phase 1".

It is a "turnkey" contract, while the limit fund is a full 379,176,241 lek excluding VAT. "The financing of this facility is foreseen in the budget programs for the period 2025-2027" this document states. The ADF says that the duration of the contract is 18 months, while the tender will be held in March.

VoxNews reviewed the accompanying documents, which also include photos of the current state. According to the ADF, the residence has an area of ??about 3 hectares and is known for its beautiful landscape and peaceful environment.

"In this area there is a villa that was in use during the communist period. The government villa located on 'Kodra e Gjashtës' in Saranda represents one of the most important constructions of the socialist period in Albania. Located in one of the most strategic and panoramic points of the city, this villa constitutes a living testimony to the architecture and aesthetics that characterized the constructions of that period," these documents state.

According to her, the building was used mainly for holidays and meetings of high-level government officials, reflecting the privileges and strategic importance of the city of Saranda at that time.

“Gjatë komunizmit, ‘Kodra e Gjashtës’ ishte një zonë me interes të veçantë, jo vetëm për ndërtimet qeveritare, por edhe për rëndësinë strategjike dhe simbolike të saj. Kjo hapësirë vazhdon të jetë një pikë referimi historike dhe gjeografike, duke i dhënë Sarandës një karakter unik që lidh të shkuarën me të tashmen” thuhet në këto dokumente.

Agolli i ka idetë e qarta, pasi në atë zonë ai ka synimin që ta kthejë në një zonë private, duke ndërtuar hotel dhe restorant tepër luksoz. Në nivelin dy shkruhet se do të bëhet një objekt qeveritar, restorant dhe hotel.

“Do të ketë funksionalitet i objektit qeveritar. Restorant i integruar në terren. Hotel si rezidencë për artistët dhe vizitorët e zonës. Në nivelin 2 të projektit, fokusi është vendosur në zhvillimin e funksioneve të ndryshme kulturore, sociale, dhe akomoduese, të cilat krijojnë një ekosistem të integruar shërbimesh dhe aktivitetesh. Ky nivel është konceptuar për të qenë një qendër dinamike që mbështet krijimtarinë, kulturën dhe ndërveprimin social, duke kombinuar hapësira të brendshme dhe të jashtme të menduara me kujdes” thuhet në dokumente.

Sipas saj, vila qeveritare do të ruajë identitetin e saj historik, ndërsa transformohet për të përmbushur funksione bashkëkohore.

A restaurant located in a naturalized environment, which offers culinary experiences linked to tradition and local products. This space will be a special attraction for visitors and a meeting point for artists, students and the community. An accommodation structure with the concept of an apart-hotel will be built in this area, which will function as a residence for artists, digital nomads, students and tourists. Its spaces will be available throughout the year and will include special areas for outdoor activities and services, enabling relaxation and creative inspiration in a unique environment," writes the Fund.
