How the "cake" of millions of Oksijjen is divided: In Korça, MESSER won, in Fier, GTS receives 400 thousand euros!

Two large firms, which have gobbled up tens of millions of euros from medical oxygen, continue to "share" the pie of money allocated by hospitals and the Ministry of Health.

The scheme is the same for all procedures; in hospitals that have installed a tanker from the MESSER company, this company always wins. In hospitals where the GTS tank is installed, the latter wins. A corrupt scheme, which has not been cracked down on so far, but continues to take every penny granted by state institutions day after day.

VoxNews published a few days ago the MESSER scheme with the Korça Regional Hospital, where after winning 1 million euros alone in 2021, it won another 400 thousand euros in 2025. A very suspicious procedure, since a tanker of this company was placed in the premises of the Korça Regional Hospital. The established criteria were allegedly adapted to this company, not even allowing competition.

But if MESSER won alone in Korça, was there any competition in Fier? According to documents available to VoxNews, only the GTS firm participated in Fier, which received the entire amount awarded.

The winner was announced at the end of 2024, while the object of the procedure was "purchase of gaseous and liquid oxygen", a framework agreement with an economic operator - where all conditions are defined - with a 12-month term. There were two lots, gaseous oxygen and liquid oxygen.

It is learned that the value of both lots was around 20 million lekë, while only the GTS firm was in the competition, which also won the entire procedure. Wasn't it predetermined?!

VoxNews has obtained a photo of the GTS tanker, located at the entrance to the Fier Regional Hospital. The deposit was placed several years ago and, after its placement, all tenders have become fictitious, where the GTS company has always emerged as the winner. A similar scheme as in Korça, where a MESSER deposit is placed there and this company earns all the oxygen money.

Meanwhile, VoxNews has also obtained the accompanying documents of the tender in Fier, where it turns out that the criterion was that the company that would win the tender also had a tanker. But hadn't the GTS company decided?

But GTS has also expanded its activity to the Memorial Hospital in Fier. Again, the same scheme, where the firm was the only one in the competition. It is learned that the fund allocated by the director of this institution, Rudina Degjoni, went entirely to GTS. The procedure fund was about 20 million lek, the same amount from the Regional Hospital. With two procedures, GTS received a full 400 thousand euros in Fier even though COVID-19 has long since disappeared.
