A major scandal, worth nearly 20 million euros, is suspected of causing the massive flooding in Durres, where hundreds of homes were damaged in late January. Although state officials have blamed “nature” for the torrential rains and the “irresponsibility” of residents who filled the canals with waste, the facts are completely different.

In 2021, a super tender was held for large drainage channels, for rainwater, that would do exactly this; to prevent the former Swamp and Hospital area from flooding. But, this money seems to have been wasted in the worst possible way.

A new Hydrovor was built far from the old one, but it is pleasing that the water pipes that carry water to that work are longer and are not functional at all. Not to mention the quality of construction of this Hydrovor, which seems to have not been in operation during the floods. Currently, the entire work is in the testing phase, but what is seen is that "the testing is being done at the expense of the citizens".

But who is responsible for all this damage and why was the entire investment delayed for years?

According to documents available to VoxNews, the tender was made by the mayor of Durrës, Emirana Sako. She has made the documents, technical specifications, reports or even analyses. She has even announced the designers, builders or winners. So, a high-ranking official who has done all these procedures, seeing that the entire work has failed, does she not bear responsibility? If not, did she make any verification or was she justified in having made the evidence of the flooded apartments! An unusual situation, because with all these abuses and having high values, no one is held responsible.

But, which companies did Sako have an affair with?!

It is learned that the winner of the procedure is a consortium of economic operators. There are three companies that have carried out the works, the hydropower plant and the sewage system that brings water to that work. The first is the company "Adriatik" shpk, which is owned by Mr. Petrit Kovaçi and Mr. Ardian Mustafaraj, where each has 50% of the shares. Mr. Kovaçi is the father of the former director of the Water Supply and Sewerage in Durrës, Spartak Kovaçi. This company designs water supply and water works. A clear conflict of interest!

Meanwhile, the second firm is "Hysa Brothers", whose owners have been investigated and detained for abuses. Currently, the owners are Mrs. Flutura Hysa with 40% of the shares, Kujtim and Besnik Hysa each have 30% of the shares. A firm with problems in the past, which does a great job again with problems. Could it be a coincidence?!

The third company that built the canals and the new dam is “2 T”, owned by Artan Sako and Dritan Troksi, each with a 50% stake. Mr. Artan Sako is the brother of former Commander of the Republic Guard Gramoz Sako.

These firms should have completed all the work by the end of 2022, but they were delayed for more than 2 years and no one held them accountable. Neither the mayor of Durrës, nor any other body.

So, all three firms have a past, some with strong ties to the administration and others with legal problems. So far, no law enforcement agency has launched an investigation into the Durrës flood, where once again the cost of compensation will be borne by the citizens. Their irresponsibility has led to abuses of office, which initially burden the affected families and taxpayers. Does anyone bear responsibility?!
