The government has put Albania's real estate "up for sale", where after the "forgiveness" of the island of Sazan, the turn went further south, the Lëkursi Castle in Saranda. In November 2024, the decision was made by the Strategic Investment Committee, chaired by Prime Minister Edi Rama.

According to the decision, the "SKIN" project was approved, with TDT & PARTNERS and TECHNO-ALB as applicants.

"At the beginning of the application, the entity submitted to AIDA the project documentation, which included the construction of a large tourist complex, which was located on ZK 8642, on a footprint with an area of ??67.9 ha in the Lëkursi area, Saranda Municipality. The project envisaged the construction of hotel areas, residential areas and various services. The entities have divided the project into phases and for the first phase the project has been provided with a Development Permit from the KKT for a multifunctional resort, hotel accommodation and services," the document states. According to it, the construction permit for this resort was obtained in October 2024.

Yes, why did these firms want investor status? Of course, the categorization as a "strategic investor" protects them from legal conflicts with potential land owners. Or for the free acquisition of thousands of other square meters, state property. The area in question was divided by the Municipality of Saranda years ago, but few have registered it in the Cadastre. Now, all the "free" areas will pass to these private firms. A pure scheme of property extortion.

The KIS document states that the first phase of the project envisages the construction of two 5-star hotels, a residential area and a commercial area with a total area of ??15.1 ha. "The project, for the most part, includes components belonging to the tourism sector, such as a hotel, villas in the function of a hotel, service facilities, bars and restaurants, as well as other relaxation and recreation services," the document states.

According to her, the investment value for the proposed full project is expected to be 447 million euros and the number of employees is expected to be 150 employees. Now the entire area that has no construction in Saranda will be transformed into a giant resort. It is the area below the Lëkursi Castle, which is a protected and archaeological area. But, with this decision, all archaeological remains are "buried". According to the NCC, the company TDT & Partners is owned by two brothers Dajlan Avdia and Glendi Abdi, who have also obtained permits in Tirana and various countries. Mr. Vangjel Tavo, the current mayor of Himara, also had land in that area.
