
The construction of the Outer Ring Road is entering another phase, where even after the "inauguration", the government has decided to reward construction firms. At the center of this decision-making is the Minister of Infrastructure Belinda Balluku and her subordinate, Gentian Gjyli, the director of the Albanian Road Authority.
The pair has been seen at several construction sites, while the much hyped opening of the Ring Road seems to have been just a farce. Just like the deadlines for the opening of the Murriz tunnel, on Arbri Road, where both Balluku and even Prime Minister Edi Rama have lied several times. Now, the end of December deadline has failed and a new deadline has been given, March 2025.
Meanwhile, for the Tirana Ring Road, it seems that after the opening propaganda, money has also poured in. After modifying the contract for Salillari, it is now the turn of lot 4, where 1.5 million euros will be given for this lot alone.
According to documents available to VoxNews , ARRSH has opened another procedure, "construction of the Tirana outer ring road, Lot 4 (contract modification)", with a limit fund of 153,498,331 lek.
It seems that, even after more than 10 years and over 400 million euros invested, additional money is being given, despite Balluku and Rama holding an opening ceremony for this axis. The Grand Ring Road has a length of 28.7 kilometers, several overpasses and tunnels, some of which have been opened for vehicle traffic in the area of ??the former "Shqiponja" roundabout.
The Great Ring Road is divided into four segments. The Northern Ring Road which starts at the former Eagle Square and ends at the overpass in Shkozë, and the Western Ring Road which starts at the former Eagle Square and ends at the overpass at the Palace of Arrows.
The Southern Ring Road starts at the Arrows Building overpass and ends at the TEG roundabout, and the Eastern Ring Road starts at the TEG roundabout and ends at the Shkoza overpass, including the segment from the Shkoza overpass to the new maternity hospital.
In 2021, former director Evis Berberi signed the winner of the tender for lot 4 of the Tirana Ring Road. According to the documents, the winner of lot 4 was a consortium of operators “EUROTEOREMA PEQIN” & “PE-VLA-KU” and “NOVA
Construction 2012”.
The object was the construction of the Tirana Outer Ring Road, lot 4, with a fund of 2 billion lek (20 million euros). The winner offered 1,991,017,847 lek (20 million euros), or very close to the limit fund, while in the competition at that time there were offers up to 4 million euros less.
