
The villa where former dictator Enver Hoxha used to vacation in Velipojë will be given to oligarchs. Another decision by the Albanian Investment Corporation is very suspicious, as the huge state property is expected to be privatized with just a drop of a pencil. It seems that, after the residences in Uji i Ftohtë in Vlora, the turn has come for the huge property with an area of ??8,100 m2 in Velipojë, which will be transformed into a boutique hotel.
VoxNews has obtained the documents of the entire procedure, where initially the auction was opened at the Public Procurement Agency and then it was published what will be given to the private sector. It is a scheme similar to the residences in Vlora, where the government officials will keep some suites and the rest will be managed by the private sector. Many oligarchs are building in that area, some in prison, others on the run and some who claim to capture an MP in the May 2025 elections. Could this be a "gift" from Rama to the oligarchs of Shkodra?
On January 20, 2025, the Albanian Investment Corporation opened the competitive procedure "for the reconceptualization of government residences into elite accommodation structures, Vila Velipojë".
According to her, the government residences built in the peripheral areas of Albania carry a complex history that reflects a particular era of the country's past. "These structures, often located in isolated locations and surrounded by impressive natural landscapes, were built mainly during the communist period and served as residences for political leaders and other high-ranking figures of the regime," the documents state.
In accompanying documents, the Corporation writes that the government residence in Velipojë was built during the communist regime to serve as an exclusive accommodation space for senior leaders of the state and the Communist Party. “It accommodated figures such as former communist leader EH (Enver Hoxha). Located near the coast of Velipojë, an area known for its natural landscape and proximity to the Adriatic coast, it has provided a quiet and private environment for holidays, official meetings and receptions of diplomatic delegations,” the documents state.
According to her, the residence has been used by representatives of the Albanian government, political leaders, foreign diplomats and, on certain occasions, by international personalities. "Its existing condition is functional, but the structures are depreciated, requiring constant maintenance and interventions to adapt to modern standards. Currently, it is used very rarely and remains a "dormant" asset, turning into a depreciated asset that requires a new and more economically valuable function," the document states.
According to documents available to VoxNews, the surface area of ??this lot is 8,100m2. It is learned that the competition aims to generate innovative ideas and proposals for the transformation of the government residence in Velipojë into elite accommodation structures, creating modern and sustainable destinations that meet the highest international standards of luxury.
"The project will play an important role in the economic and tourist revitalization of these areas, turning these underutilized properties into attractive centers that reflect the harmony between innovation and the unique natural landscape," the document continues.
