An agency created by the Albanian Development Fund is attempting to turn the largest hospital in the country into a shopping mall, the aim of which will not be to cure patients, but to extort them. Alfred Dalipi, once a media advisor to the Prime Minister, later a deputy minister or a member of the Albanian Parliament from the ranks of the Socialist Party, has been running the Economic Support Agency for several years, which began its activity by collecting parking fees at the QSUT.

Very soon Dalipi took the "reins" of this Agency, as he first made this ticket more expensive and now manages a multitude of parking lots throughout Albania. The projects of the Albanian Development Fund to build a hotel and a multi-storey parking lot on the territory of the hospital have led to this Agency turning into a big business, where the head of the Fund has created a "gang" to manage it.

Alongside Dalipi, members of the Economic Support Agency are figures who have had connections to all areas, from justice, procurement, business or even politics itself, who control the millions collected. They procure tens of millions of euros month after month, while with their connections they have managed not to be investigated by law enforcement agencies, procurement agencies or to not be the object of attack even by the DP itself. By "handing over" all businesses, left or right, the "gang" has managed to turn the Fund and its Economic Agency into "untouchable", while generating millions of euros.

A few weeks ago, VoxNews denounced (https://www.voxnews.al/investigim/salillari-dhe-isufaj-do-te-ndertojne-me-12-milione-euro-hotelin-dhe-p-i80196) a dubious procedure for the construction of a complex at the QSUT. The fund writes in documents that the project consists of two buildings with five floors above ground and one underground floor.

"The first building will serve as a parking lot for vehicles with a volume of 5 floors above ground and 1 floor underground. This building will be connected to the new general medicine building and the main emergency building. The parking building is positioned at the main entrance of the QSUT, west of the existing emergency building. The second building will be a hotel and is positioned north of the parking building, separated by a 15 cm gap. This building has 5 floors above ground for reception and logistics services and 1 floor underground that will serve as technical facilities for the hotel," these documents state.

The winner of this procedure was the joint venture of economic operators “SALILLARI” and the supporting entity “ASL”. These firms offered around 12 million euros for the construction of this work.

But who is expected to manage the hotel and parking? This is where the Economic Support Agency comes in, which has been operating at QSUT for years. According to the extract in the Central Register, the company's administrator is Mr. Alfred Dalipi, formerly a press spokesman, then deputy minister and member of parliament for the Socialist Party. The company's object is "investment and management of economic activities in the field of tourism, culture, hospitality, public interest services, information technology, agriculture, renewable energy, commercial activity, import-export".

However, the state-owned company can lease facilities and carry out financial operations. It also provides national and international road and water transport services. The facility also provides for the collection and processing of medicinal plants, agribusiness, and event services and organization.

This Agency, according to the Central Bank, controls the parking lot in Berat at "Teodor Muzaka" Square with an area of 7,530m2, the parking lot at "Çerçiz Topulli" Square, the Korça Regional Development Center, the Agrotourism Complex in Belsh or even the villas in Kelmend, Vermosh and the parking lot in Valbona. Also the giant parking lot at the QSUT.

The Economic Support Agency, according to the Central Bank, has as its administrator Mr. Alfred Dalipi. Meanwhile, it has a super board, which controls its every decision-making. The chairman of the board is Dritan Agolli himself, the head of the Albanian Development Fund.

Meanwhile, a member is Mr. Dritan Rreshka, who was previously a prosecutor and after being dismissed by Vetting was appointed legal director and now deputy director of the ADF. At the time of the publication of salaries, Mr. Rreshka received a higher salary than the head of SPAK.

So, a well-known name in the justice system goes to the ADF. Is it a coincidence or a good shield for possible investigations?!

Meanwhile, the Agency also has as a board member Mr. Gentian Këri, who holds the position of director at the ADF. Mr. Këri was previously the head of the Public Procurement Commission or even a senior official of the Ministry of Health, at its most critical moment, when it was headed by Ilir Beqja. His salary, like that of all other ADF employees, was also high.

So far we have 4 powerful names in this Agency; Agolli, Dalipi, Rreshka and Këri. But they don't end here, as a board member is also Arben Skërnderi, once a former director in the Municipality of Tirana where Tan Agolli was also. The last board member is Mr. Fatjon Nanaj, who has also been an employee of the private firms of the Agolli family. He has been an administrator in the firm "Magnum", which was owned by Tan Agolli's wife, Rovena Agolli.

So all the above names run the Support Agency, which they have turned into a private business. But if you are going to appoint former prosecutors, former procurement managers or even close family members, isn't that total control? Even managing a multitude of ADF investments throughout Albania, which are being made from budgetary funds, received in the form of loans.

But if the Fund Support Agency collects parking tickets at the QSUT, where the value has already reached 1 thousand lek per 24 hours, the Hospital itself tries to maintain and clean the open spaces.

According to documents available to VoxNews, the University Hospital Center has opened the tender for the procurement procedure "maintenance service for green areas for the University Hospital Center 'Mother Teresa' for 24 months". The allocated limit fund is 17.8 million lek, or with VAT the amount goes to over 200 thousand euros. It is about "planting and maintenance services for green areas".

Meanwhile, the hospital has also opened a tender for the "external cleaning service at the 'Mother Teresa' Primary Health Care Center". Again, the fund is 18 million lek, or with VAT the amount is again more than 200 thousand euros. This tender is about "cleaning the exterior parts of the buildings".

These outdoor spaces are used daily by the Agency for parking. As there is very little or no green space in the QSUT. The greed for parking has led to the hospital turning into a shopping mall, with parking lots and bars currently and later perhaps with hotels and restaurants.
