
Rakipi* is from the village of Marqinet in Vora, who will build a house, about 80 square meters, on his own property, which he has a certificate of ownership. He went to the Municipality of Vora at the beginning of January 2025, after previously signing a contract with a construction company, which made the project for him and will build it for him. But, at the Urban Planning office they told him that "we cannot give permission"!
The Urban Planning Office has explained to him some decisions, numbers or kilometers why he cannot get the permit from this local institution. He has not understood anything, as he turned to the firm about what steps to take. The firm has told him that it will now go to the National Council of Territory and Water, an institution directly subordinate to Prime Minister Rama. So, to get the construction permit, Rama must sign! Is Rakipi that important, just like the oligarchs?
Like the case or actions of Rakipi, are all the residents of Vora, Kamza, 2/3 of Tirana, part of Shijak and some villages of Durrës. All these residents, who number 1 million, must obtain a permit for the construction of housing from the KKTU, as a result of a VKM signed by the Minister of Infrastructure and Energy, Belinda Balluku, at the end of 2024.
On December 18, 2024, the Council of Ministers, upon the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku, decided to " determine the rules for the development of airport areas, regarding the impacts they may have on operational safety, proposed constructions or land use in and outside the airport's protected areas ."
So far everything is normal, since Rakipi could also build, but he and 1 million others are affected by point 2 of this VKM. "The protected area of ??the airport, in the sense of this decision, means the territorial area, which extends within a radius of 15 km from the airport reference point". Simply put; within a radius of 15 kilometers as the crow flies with Rinas Airport, you can only build with the permission of the KKTU and not the respective municipalities!
Point 6 stipulates that residents, businesses or anyone who will build in this radius must obtain a development permit from the KKTU. Subsequently, the opinion of Civil Aviation is sought for any practice for a development permit, construction permit or practice for drafting documents for territorial planning, which contains objects, structures or installations located in the protected areas of the airport.
"Any object or structure planned for construction or installation in the protected areas of the airport must receive, as the case may be, approval or consent from the CAA. The objects, structures or installations will be notified to the CAA, regarding the height, coordinates and structure or type of construction," states the VKM, which " excludes " any municipality from decision-making.
So, an institution directly dependent on the government with only 30 employees, most of whom are directors and managers, must review every permit issued by these municipalities. Moreover, these employees must analyze every request from a territory that includes almost 1 million inhabitants. But what is striking is the complete control of Deputy Prime Minister Belinda Balluku over construction permits, “abolishing” in this case every municipal official.

But the goal is undoubtedly Tirana, by "undressing" the head of the Municipality of Tirana, or that of Kamza, Vora and partially Shijak from power. Durrës has only a few villages included.
According to the VKM, the development, construction or use of real estate within the protected area of ??the airport for activities or operations that may attract wildlife will be notified for assessment to the CAA, which will provide an assessment within 10 days of the request. This Authority determines whether the objects or structures planned for construction or installation in the protected areas are dangerous objects, due to their location, height or lack of marking or lighting. Meanwhile, if this VKM is violated, there will also be penalties, as Balluku and her subordinates in the institutions she “controls” must implement this decision.
