A company that has won tens of millions of euros from state institutions, mainly in the health field, has been excluded from tenders for 1 year.

The MSE firm, once owned by Mr. Arbër Teqja, son of the deputy director of the QSUT, Arjana Strakosha, was expelled after defrauding the "Mother Teresa" University Hospital Center.

A great paradox, as this decision proves that the largest hospital in the country has made dubious and predetermined tenders.

According to documents available to VoxNews , the Public Procurement Agency, more precisely the Legal and Procedures Monitoring Directorate, decided on February 13, 2025 to exclude the MSE firm from tenders.

According to the document, the PPA has initiated administrative proceedings to exclude the economic operator MSE shpk from the right to win public contracts, for submitting documentation with false data, for qualification purposes in the procurement procedure with the object:

Maintenance of major medical equipment from manufacturers Philips or equivalent, Siemens, Toshiba and GE Healthcare for 24 months.

This is lot 1, with the object of "maintenance of large medical equipment of the manufacturer Philis with a limited fund of 88,858,534 lekë, dated October 24, 2023, developed by the contracting authority "Mother Teresa" University Hospital Center, Tirana, on 30.11.2023.

"The reasons for initiating the administrative proceeding against the operator MSE have been initiated based on the letter dated 08.20.2024, supplemented by the letter dated 23.10.2024 and 13.11.2024 sent by the operator 'Helath & Light'" states this document.

In conclusion, the PPA continues, of the administrative proceedings initiated, it was concluded that we were in the conditions of article 78, section 1, a, which provides that "The Public Procurement Agency excludes an economic operator from the right to win public contracts for a period of 3 months to 3 years, for misinformation and submission of documents containing false data for qualification purposes."

In the sub-section "measures", the APP writes that with the decision dated February 13, 2025, it was decided "to exclude the economic operator MSE from the right to win public contracts for 12 months, from the entry into force of this decision".

But who did the APP exclude?

VoxNews researched documents at the National Business Center, which show that in June 2023, the MSE firm formally changed owners.

On this date, notes were made at the Central Bank that a document for the transfer of 80% of the quotas was filed. “The following changes have occurred among the individual partners: partner Arbër Teqja has left". The following changes have occurred among the legal partners: partner 'Cambridge Pathology B.V' has been added. Number of shares 80%, where the cash contribution is 4.6 million lekë” states this document.

In 2023, the owners of the MSE company changed. That year, the partner Teqja sold it to a company based in the Netherlands. The CKB states that Teqja sold it to “Cambridge Pathology BV”, after which the company became indirectly owned by a Bulgarian citizen, Zoya Georgieva Gyurova.

In the same document, in point b) it is written that indirect ownership is also held by Mr. Nikita Vinogradov, a Russian citizen born in 1991. These citizens have been insinuated that both the Tekke and other oligarchs are behind them, who, in order to camouflage public money, declare to state institutions the names of people from other countries.
