The SP member of the Durrës Municipal Council wins the 181 thousand euro tender for the water supply in 3 neighborhoods in Durrës!

A member of the Socialist Party in the Durrës Municipal Council has won a tender worth 181 thousand euros for the sewage network in 3 neighborhoods of the city where he was voted.

Munir Konesha was elected a member of the Council in the last local elections.

This council selects the problems of the city's residents, also addressing investments.

Another ongoing problem is the water supply network, where there is not enough water in 3 neighborhoods. Then the Durrës Water Supply Company, which is now a joint-stock company, entered the game, which tendered a few months ago for the reconstruction of the network in the Skraparlinjve, Arapaj and Plepat neighborhoods. The fund was 181 thousand euros, while the winner was a company owned by a member of the Council, Munir Konesha.

The latter wanted to "lose track" and not become the owner, as he donated the shares of the company "2AF ALBANIA GROUP" to a family member.

But, his trail leads to the winner's support company, which is "ALB-KON", where Munir Konesha himself has 50% of the shares and the other 50% is owned by his brother. So, on the one hand he covers his tracks and on the other hand he reveals them!

According to documents available to VoxNews, the Durrës Waterworks has announced the winner of a tender in recent days.

The winner was the company "2AF ALBANIA GROUP", with an address in the village of Vajkal in Bulqiza.

This firm has entered into a contract with a supporting entity, which turns out to be the company "ALB-KON". The object of the contract is "reconstruction of the water supply network in the Kodër Arapaj area, in the Plepa area and the Skraparlinjve area, Durrës", with a deadline for completing the works of only 2 months.

The tender seems completely electoral, as the winner was announced on February 13, the contract was signed in a few days, and the works were completed before the general elections on May 11, 2025.

The winning firm "2AF ALBANIA GROUP" offered 18.1 million lek, or converted into euros, 181 thousand euros.

In the documents researched by VoxNews, the Water Supply Company writes that "the problem of guaranteeing the amount of water to cover inhabited areas, both quantitatively and qualitatively, is well known.

According to her, there are few areas that have solved this drinking water supply problem.

"This situation is not due to a lack of water in our natural resources, but as a result of several factors, the most important of which are the depreciation of existing networks, the increased need for water after the 1990s, and the mismanagement of supply networks by the institutions that administered them," the documents state.

But who will do these jobs? VoxNews researched documents at the National Business Center, which revealed that the current owner of 100% of the shares of the company "2AF ALBANIA GROUP" is Ms. Xhuljeta Konesha.

Previously, the firm had Mr. Munir Konesha as the majority shareholder.

The last local elections were held in the summer of 2023, where Mr. Munir Konesha was elected member of the Durrës Municipal Council.

In November 2023, he donates the shares of the business to Xhuljeta Konesha.

Since he is within the family, he has not paid any penalties or fines, as he thought he had already "washed his hands" of the company with papers and could now lobby to earn public money.

So, by using the Council, he could identify and lobby to do public works in the city, and that's what happened.

So, on the one hand, Munir Konesha has managed to hide his tracks and on the other hand, he has gouged out his own eyes! The tender documents state that the supporting entity for these works is the company "ALB-KON".

VoxNews browsed the National Business Center where it turns out that Mr. Munir Konesha comes out with 50% of the shares.
