Since 2020, medical laboratories at university, regional and local hospitals have been given a concession for 10 years. A consortium of companies based in Albania, the Netherlands and France have been announced as the winner, while the name of the concessionaire company is “Laboratory Networks”. The total cost that these companies will receive from the state is a full 130 million euros, while the agreement stipulates that despite the service being provided to the private sector, the hospitals must help the company.
Meanwhile, the Supreme State Audit Office has made several reports, finding numerous violations. The SAI has concluded that "the concession should not have been granted". The report has been sent to the Special Prosecutor's Office, SPAK, which has registered criminal proceedings under number 18 in 2022 on charges of violating the equality of tender participants, abuse of office and passive corruption of persons exercising public functions.

According to the Special Prosecution, this concession is under investigation. “Regarding the concession for 'Provision of laboratory services to university, regional and municipal hospitals', won by the company 'LABORATORY NETWORKS', it turns out that criminal proceedings have been registered with the Special Prosecution against Corruption and Organized Crime. This criminal proceedings are in the preliminary investigation phase,” the Special Prosecution said in 2024.
But, until that announcement, no public actions have been taken, such as taking under investigation, defendants or even security measures. If that announcement is to be analyzed, it means that "all characters are under investigation". From officials, low, medium or high. The entire chain is being investigated, even the signing of the signature by the head of the Ministry of Health.
If we look at the KLSH report, it says that the 7 members of the bid evaluation committee and several other senior officials have been reported, and the role of the former Minister of Health, Ogerta Manastirliu, now Minister of Education, is also being verified. They, the members of the committee and the minister, qualified the winner, although he did not deserve it.

Although the concessionaire has an investigation under its belt and a strong report from the Albanian Supreme Audit Office, it continues its activity, getting paid year after year. In fact, all the hospitals occasionally hold tenders to "help" it.
Such is the case of the Berat Regional Hospital, which has opened a tender for the service of laboratories. Director Arben Konomi has opened the procedure with the object of "purchase of laboratory consumables and medical alcohol". The first lot is the purchase of kits, reagents and laboratory consumables for Kuçova. The second lot is the purchase of blood collection tubes/systems (in accordance with the laboratories' concession contract). The third lot is for the purchase of materials for taking pathological anatomy samples, again in accordance with the laboratories' concession contract. The fourth lot is the purchase of medical alcohol.
The fund for the four lots is around 100 thousand euros, including VAT, while the duration of the contract for its implementation is 12 months from the conclusion of the framework agreement.

In the accompanying documents, the Berat Regional Hospital says it is acting based on several instructions. According to it, it acted based on the laboratory concessionaire contract dated April 10, 2019, several emails from 2021 on the implementation of this contract or even addenda and instructions again in 2025.
The Berat Regional Hospital writes that it received some instructions in January 2025, sent electronically on January 29, 2025, from the Ministry of Health "for permitting the procurement of kits, reagents and laboratory consumables."
But, how can these hospitals be "forced" to help the concessionaire company?! On the one hand, they are struggling for funds, and on the other hand, they must serve the company, which makes profits year after year.

VoxNews analyzed the balance sheets of the concessionaire firm, which, although "assisted" by poor regional hospitals, comes out year after year with profits of millions of euros. At the end of 2024, "LABORATORY NETWORKS" published the balance sheets for 2023.
This year, it published the above document, which states that "we decided that the profit for the fiscal year 2023 in the amount of 151,038,412 lekë will be kept in other reserves."

Meanwhile, the same firm has also published its 2022 balance sheets. It turns out that in that year the firm made a profit of 115 million lek, or about 1.2 million euros.
"The shareholders decided that the 2022 profit of 115,706,987 lekë be retained for investments," the document states.

Meanwhile, in June 2024, the LABOPHARMA firm, which has 41.7% of the concession, published its balance sheet for 2023. The document verified by VoxNews shows that the firm made a profit of 3.3 million euros this year.
A company that has "put the state in line", forcing University, Regional or local hospitals to help it, comes out with millions of euros in profits. It even takes "dry" money, while "ordering" the staff of some hospitals not to do more tests than "the quota has been reached". A great paradox, but it seems that the "permission" is from the statesmen themselves.
