The President of the Albanian Football Federation, Armand Duka, owner of 100% of the shares of the company "AIBA", has won the auction from the Albanian Investment Corporation to build the towers named "VOID Tower".

The construction will take place in the former historic ATSH building, where according to the project, two high towers will be built and the state will receive a percentage of this investment. According to documents available to VoxNews, KISH has announced the winner in recent days, which results in Mr. Duka.

The above document is the winner's announcement from the Albanian Investment Corporation, which opened a call for the development and management of state buildings a few weeks ago. It concerns the construction and management of the Government Complex, with the object of "development through entrepreneurship of VOID Tower".

The successful bidder was announced as "AIBA Company" with an address in Shkozet, Durrës, with an offered value of 46.1%. Meanwhile, another bidder was the company "Progeen" shpk with a value of 45%.

But what will happen to the former ATSH building? According to documents and photos, a giant tower will be built on the land and the huge state-owned building, which currently houses the Educational Services Center and previously housed the Albanian Telegraphic Agency or the Ministry of Environment. A few weeks ago, the government opened a tender to give the land and the building to a private firm, in exchange for which it will receive a percentage of the construction.

But, what is striking is that this state property, adjacent to "Jean Dark" Boulevard, very close to the center, will be turned into a huge building, which is expected to be managed by a private firm.

The private sector will build a full 87 thousand m2, at a cost of 110 million euros. Considering the high value of the square meter, the profits that the private sector will receive will be extraordinary.

The Corporation writes that it is implementing the architectural project idea of ??the merger of the entities “Andrea Kaputo & Focus Architecture & OpenFabric & James Beckett”. There are two towers on a large area, where in the photo it looks like a shopping center and apartments above. The tower is called “Void Tower”, while the Corporation writes that now the competition phases for the selection of the Private Partner, that of qualification and selection, will begin.

The private firm has several conditions, where the Corporation writes that it requires a commitment to fully develop the architectural project-idea of ??the Government Complex in the VOID Tower building on the property for public development, according to the development permit. A commitment is required to enter into the enterprise contract and its accompanying agreements with the Corporation, at the conclusion of the selection process.

"The offers submitted by the candidates at this stage must meet the basic criterion, which is 45% (forty-five percent) and will be evaluated with the selection criterion, which is: The highest percentage of the relevant area offered to the Corporation in the VOID Tower building over the basic criterion. The winning offer is the one that offers the highest value of this percentage," the documents stated.
