Fear of SPAK, the tender denounced by VoxNews, which was won by a member of the Municipal Council in Durrës, is canceled

A possible investigation by SPAK, or other law enforcement bodies, has led to the cancellation of the tender won by a member of the Municipal Council in Durrës. A few weeks ago, VoxNews published an investigation that member Munir Konesha won the 181 thousand euro tender from the Durrës Waterworks to carry out a public work. A clear conflict of interest, while the opposition also denounced this abuse.

Meanwhile, a few days later, the Regional Water Supply and Sewerage Company Durrës sh.a. canceled this procedure. According to the document, the reason was that Munesha's company did not pay the insurance for the lawsuit. Apart from the official reasons, it seems that the withdrawal of the company or even the Water Supply Company is a fear from SPAK.

The above document was recently published in the APP, where the Durrës Waterworks says that it canceled the procedure for the "reconstruction of the water supply network in the Kodër Arapaj area, in the Plepa area and the Skraparlinjve area, Durrës". The tender fund was 20 million new lekë.

"The reasons for cancellation are when the winning bidder does not provide contract security or does not sign the contract, the contracting authority confiscates the bid security." According to the document, the bid security for this procedure is 415,478 lek. However, the second bidder was not declared the winner either, due to the large difference.

On February 15, 2025, VoxNews published a denunciation titled "SP Member of the Municipal Council in Durrës Wins the 181,000 Euro Tender for the Water Supply in 3 Neighborhoods in Durrës". This concerns Munir Konesha, who was elected a member of the Council in the last local elections.

The tender was won by the firm “2AF ALBANIA GROUP”, a firm that was owned by Konesha himself and is now owned by their family members. But, his trail led to the winner's supporting company, which is “ALB-KON”, where Munir Konesha himself has 50% of the shares and his brother has the other 50%. So, on the one hand he covers his tracks and on the other hand he reveals them!

A few days after VoxNews published this scandal, the Democratic Party asked SPAK to launch an investigation. Through a statement to the media, the anti-corruption spokesperson for the DP, Genta Vangjeli, requested that SPAK investigate the Durrës Water Supply tenders.

"These names of entities are related to the socialist member of the Municipal Council in the Municipality of Durrës, Munir Konesha. First, 2AF Albania Group shpk is the entity that implemented the works for the 3.2 million euro tender for the water supply in Bulqiza for which the socialist mayor was sentenced by a final decision, but also Aqif Konesha, administrator and owner of this company which he owned together with his father, the current member of the Durrës Municipal Council, Munir Konesha," said the DP.

He further explained that the contract procured by UKD Durrës, with the Municipality of Durrës as the owner, will be supported in its implementation by the company of a member of the municipal council of the same municipality.

"We come to the other supporting entity IDEAL CONSTRUCTION AND PROJECTION (ICP) created in 2019 under the ownership of Alban Dautaj. Dautaj's appointment according to the decision dated March 8, 2024, begins on February 26. It seems that the Technical Director of UKD Durrës also thinks about family members. The entity owned by the younger brother has precisely in its scope of activity services related to the duties of the older brother Gerald. We expect SPAK to act as soon as possible regarding this scandal ..." added the Democratic Party.
