CEC's Celibashi makes formal tender for postal voting, opens 10 million euro procedure

Ilirjan Celibashi, chairman of the Central Election Commission, has opened a super procedure, as he has allocated a full 10 million euros. According to documents available to VoxNews, this money will go to the vote of Albanians by mail. Given the procedure, it is not a question of a tender, but of spending money that will go to the post office.

The money will be given through negotiation without notice, while giving Celibashi and his subordinates free rein to choose the firm that will administer this process. In fact, all the vote money given by the CEC has been given through this procedure, where no tenders are held but firms are selected for ballot papers, electronic devices, the internet, the chancellery or even electronic voting.

From year to year, the cost of voting has increased significantly, as political parties are always dissatisfied. In this election, the diaspora vote was also added, where initially the registry was created and now the cost of postage.

According to documents available to VoxNews, Celibashi has opened a procurement procedure for "postal service for voters from abroad." The limit fund for this procedure is a full 1,008,333,333 lekë, or 10 million euros.

It is learned that the CEC will negotiate with the postal services these days, saying that this money will be used for "postal and courier services". The type of procedure is "with negotiation, without notification".

A few days ago, our editorial team denounced the procedures opened by the CEC for funds allocated to "preserve the vote".

The Central Election Commission opened the procurement procedure in the Public Procurement Agency for “support services and updates for Electronic Voting for the Assembly elections of May 11, 2025”. The fund was 110 million lek or 1.1 million euros. The Commission says that this amount will be provided “by negotiation, without notice”, while not providing other information.

The first tender was made in 2024. In November 2024, our editorial team published an investigation into the Celibashi tender, with the subject matter being "electronic platform for the registration of voters from abroad and its support services."

The limit fund was 208 million lekë, or about 2.1 million euros, and the winner was announced in November 2024. It concerns modules, a data acquisition system, computer platforms and services for creating programs for processing modules. Even at that time, the procedure was done “by negotiation, without notice”.

On March 4, 2025, the deadline for Albanian citizens living abroad to apply to the Electronic Registration Platform (PER) to participate in the parliamentary elections of May 11 ended. The process began on January 11 and by March 5, there were 294,155 registration requests, of which 231,900 voters' registration requests were approved.
