On August 19, 2021, Belinda Balluku forwarded a message received from the directors of the Intekar Yapi company to Evis Berber on the 'Signal' application.
The message stated that the company had completed 95 percent of the documentation for the Llogara tunnel tender and that it would be ready before the tender date.
The day before, two Turkish engineers from the company had arrived in Albania and met with Evis Berber. The tender date for the construction of the Llogara Tunnel was set for August 30. But apparently, from the wiretaps, the Turks were not getting ready.
According to the SPAK file, on August 24, just 3 days before the tender, Belinda Balluku sent a message to Evis Berberi.
Belinda Balluku: Did you talk to Artë? The Turks are nowhere? Tomorrow at 11 am. We will activate the one we met on Friday.
Evis Berberi : I was talking, I told him to write.
Belinda Balluku : Well, these people don't live in Albania at all.
Evis Berberi : The Turks?
Belinda Balluku : For those, who are we talking about?
Evis Berberi: We continue with Friday.
Belinda Balluku : We'll wait until tomorrow.
The delay of the Turks, who had been predetermined as the winner, was quite a setback. For this reason, on August 27, the procurement unit issued an order to postpone the tender date from August 30 to September 7.
During this time, the two Turkish engineers returned to Albania. At noon on August 30, they met with Belinda Balluku and Evis Berberi.
The tender took place on September 7, after the Turks finally submitted their documents. Immediately, Evis Berberi notified Belinda Balluku by text message, sending her a photo with the names of the participating companies.
Belinda Balluku: No offers?
Evis Berberi: Chinese, 185.7 million euros. Albania Glob 18 billion lek, Inter (Intekar Yapi) 17 billion, Albbuilding 15.8 billion.
Belinda Balluku: We are excellent, in a word.
Evis Berberi: First with a 10 million euro difference over second. Super cool.
Alb Building's low bid has created concern among the infrastructure minister, a paradoxical situation, as ministers should prioritize saving taxpayers' money as much as possible. But in this case, the priority was different.
Belinda Balluku: Of course there has been a scandal below (Albuilding), but it certainly does not meet the conditions.
Evis Berberi: it's more or less the same offer.
An hour later, Belinda Balluku is interested again, this time about the percentage of shares the predetermined winning Turkish companies had in their joint venture.

But in this exchange of messages, another fact emerges, how the entire bid evaluation procedure was fictitious.

Evis Berberi: I'm saying let's leave it for 10 days because the first time we kept it for 15 days and we had 5 companies, it seems like we're evaluating it. If necessary, we'll do it quickly.
Belinda Balluku: Ok, leave 15 days, but give me the exact date
Evis Berberi: The 22nd will be 15 days.
Belinda Balluku: What will happen to the deadlines if we close on the 16th?
Evis Berberi: Nothing. We are closer to the contract. We are ok on the 16th. 9 days are enough.
According to SPAK, all these interceptions prove that the winner of the 170 million euro lottery was predetermined, that it would be the Turks. But the interceptions also prove another serious fact.
Both Evis Berberi and Arta Gurbardhi, the two people who prepared and coordinated the tunnel tender, were neither employees of the ARA nor of the Ministry of Infrastructure.
Berberi was the director of the Energy Efficiency Agency, while Ms. Gurbardhi was an advisor at the OST. This could significantly complicate the Deputy Prime Minister's position in relation to SPAK, as it signals the establishment of a structured group to execute the 170 million euro affair.
According to SPAK, the Turkish company was declared the winner in violation of the law, as it did not meet the technical criteria for similar work, and even did not submit the documentation in English, a mandatory criterion.
