
Tirana Police has finalized the police operation codenamed "Wrong Project", part of the nationwide "Public Space" plan, which aims to identify and punish unauthorized construction and the occupation of public spaces.
As a result of investigations and field checks, the construction of three unauthorized buildings in a residential area in Sauk was discovered. In this case, 7 people were detained and 6 others were declared wanted.
Five inspectors of the Tirana IMT were arrested: Gjergji Male, Krenar Rexhepi, Aldo Dubi, Odise Cenaj and Endri Dervishi, while another inspector was released. They are accused of the criminal offense of "Abuse of office", as they are suspected of having allowed the construction of three buildings without a permit.
Also arrested were Bianka Xhumari and Ritvan Gjikolaj, with respective duties as technical manager and engineer of the construction entity. Meanwhile, administrators EK and SS, as well as architect E. Sh. (Ç.), who are accused of "Illegal construction", have been declared wanted.
Police Notification
Tirana/The police operation codenamed "Wrong Project" is being finalized, as a result of the police action aimed at ascertaining and cracking down on cases of illegal construction.
By abusing their position, they allowed the construction of three buildings without a permit in a residential area in Sauk, 5 Tirana IMT inspectors are arrested and 1 other is under investigation. 3 citizens with the same position are declared wanted.
Further, 2 citizens were arrested and 3 others were declared wanted (administrators of the construction entity and implementers of the project for the construction of three buildings).
Following intensive field checks and verifications, recently carried out, within the framework of the nationwide operational plan codenamed "Public Spaces", with the objective of ascertaining and punishing cases of occupation of public spaces, with illegal constructions and/or with profitable activities, specialists of the Economic and Financial Crimes Investigation Section finalized the "Wrong Project" operation, within the framework of which they identified 3 cases in the field of illegal constructions, in a residential area in Sauk.
For these cases:
- citizens Gj. M., 38 years old, KR, 48 years old, AD, 35 years old, OC, 41 years old and ED, 32 years old were detained on their own initiative; citizen ED, 35 years old, was released on bail, and citizens Xh. M., 32 years old, KD, 37 years old and AN, 46 years old, all with the position of Inspector of the Tirana IMT, were declared wanted, as it is suspected that with the inactions/actions committed by abusing their duty, they have allowed the construction of 3 apartments without a permit, in the residential area. Operational actions for these citizens were carried out for the criminal offense of “Abuse of duty”;
- citizens B. Xh., 35 years old and R. Gj., 36 years old, with respective duties as technical manager and engineer of the entity on whose behalf the three facilities were built, were detained, and citizens EK, 55 years old and SS, 67 years old, co-administrators of the construction entity, and citizen E. Sh.(Ç.), 45 years old, architect in this entity, were declared wanted. Operational actions against these citizens were carried out for the criminal offense of "Illegal construction".
Work continues to capture the 6 wanted citizens. Investigations are also ongoing to document the individual criminal responsibility of the 14 citizens implicated in this case.
Meanwhile, controls and verifications within the framework of the nationwide operational plan codenamed "Public Spaces" continue.
The procedural materials were referred to the Prosecutor's Office at the First Instance Court of General Jurisdiction of Tirana, for further action.
