Albania is not yet ready for the unblocking of IPARD 3. This is stated in the European Commission's progress report for our country.

“With regard to rural development, it is necessary to increase capacity and supervision to enable efficient delivery and implementation of IPARD III, in full compliance with the principles of sound financial management. No progress was made in aligning the legislation on quality policy with the EU acquis during the reporting period.”

According to the European Commission, in the fight against corruption, IPARD bodies are obliged to prevent, detect and report irregularities.
