The Minister of Infrastructure and Energy, Belinda Balluku , is currently the second most politically powerful person in Albania, after Prime Minister Edi Rama.
While also in the position of Deputy Prime Minister, Balluku has appointed several subordinates to important positions, from the Minister of Interior, Defense, Finance, not to mention a multitude of institutions such as Albcontrol, OST, OSHEE, KESH, ARRSH, AKBN, etc., institutions that circulate hundreds of millions of euros per month. He even controls the Port of Durres, Railways, or even Taxes.
Meanwhile, the ministry's apparatus that it does not manage is growing, as the benefits have also arrived.
According to documents available to VoxNews , Balluku has ordered her subordinates to make a tender to wash the state car she drives, an Audi A8.

The above document is the tender notice announced by the Ministry of Infrastructure.
The object is "car wash, upholstery service", while the fund is under 10 thousand euros. The procedure was carried out on March 28, 2025.
According to documents available to VoxNews, 10 vehicles are required to be washed. It goes without saying that all of the vehicles listed belong to the owners. The first is the AUDI A8, driven by Balluku.
"Vehicle type Audi A8, the unit to wash it per month is 12 times and the service period is monthly," the document states. Or more precisely; Minister Balluku's car should be washed once every two working days.
The list of cars continues with a Toyota being washed 8 times a month, and a
“Volkswagen Touareg” 4 times a month. Or a “Hyundai” vehicle 8 times a month.
Another vehicle, such as a "Volkswagen Tiguan", is required to be washed 10 times a month, a "Land Rover" 2 times a month or a "Toyota Rav 4" 10 times a month.
There is also a "Citroen" vehicle that needs to be washed twice a month, a "Skoda" twice a month, or even a "Toyota" sedan 10 times a month.
There is also a service item in the documents, requiring upholstery cleaning 10 times a year, for 3 cars and 7 SUVs.

This vehicle belongs to the ministry, and will now be washed once every 2 working days.
The documents specify that the car wash must have parking space for at least 4 vehicles within the territory or at its disposal so that the vehicle does not have to wait on the road.
To be located within the city of Tirana, preferably at a distance of no more than 2 km from the Ministry of Education and Culture and to be on duty also in the afternoon hours (with two shifts), and to work on Saturdays.
"The car wash must have a minimum of 3 washing stations and a minimum of four employees and be equipped with an environmental permit for car washes according to legal provisions."

But there are also special requirements for the cars of the minister and her officials. The documents state that special characteristics of the car wash are required:
- Complete vehicle wash (inside and outside) for 30 minutes;
- Cleaning inside should be done with a vacuum cleaner with a compressor;
- Washing vehicles with a solution and not a brush;
- Service hours from 07:00 to 09:00, every day of the week;
- The vehicle will wait in line for the service to be performed, no more than 30 minutes from the time of presentation at the service location.
