The decision to establish the company Albtrace CO has been published in the Official Gazette, where the Albanian state holds 51 percent of the shares, while the other 49 percent are owned by the company O&S Security and Solutions, registered in the United Arab Emirates.

The Abu Dhabi-registered company is the product of an agreement signed in October 2023 between the Arab company, Oumolat, and SICPA. According to the agreement, 'O&S Security Solutions' will produce fiscal stamps for the United Arab Emirates, but also for other countries.

Oumalat itself was established in 2016 by the Central Bank of the Emirates with the activity of printing banknotes, fiscal stamps and other securities. But some public data suggests that this company may have been used as a facade to leave the lucrative fiscal stamp concession in the same hands, that is, to the company SICPA. The name that reinforces these suspicions is that of Wasim al Mraqtan.

He is a member of the Board of Directors of the Albtrace CO company, officially representing the Arab company that owns 49 percent of the shares.
